UNICEF Ecuador is facing the COVID-19 pandemic by implementing actions and projects in the several programmes, Education, Child Protection, Health & Nutrition and Social Inclusión. This response requires support in the project management.

Then, we are looking for a Programme Officer (NOA) to be responsible for supporting several specialized Programme Officers in following up rolling work plans, Annual Work Plans with Governmental institutions, and Programme Cooperation Agreements with Civil Society Organizations. This role will be tasked with supporting programme officers with monitoring programmes’ performance and ensure they support the organization's strategic direction, as well as creating and managing long term goals.

The Programme Officer also be in charge of assuring intersectoral work, follow up budget implementation and reporting advances, bottlenecks and deviations from planned activities to Programme Officers and Deputy Representative. Subsequently, will be tasked to support them on ensuring timely completion of all assurance activities, as well as assisting them when writing programme funding proposals.

In order to be successful in this role, will need to have prior experience in both programme management and team management.

1. Programme Development and Management

  • Working on strategy with assigned Programme Officers
  • Organizing programme assurance activities.
  • Ensuring with the Programme Officers, that programs are aligned with  the strategic direction of the organization.
  • Managing a team with a diverse array of talents and responsibilities.
  • Analyzing programme risks
  • Support programme officers in writing programme funding proposals to guarantee uninterrupted delivery of services.
  • Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services.

2. Programme Monitoring and Evaluations

  • Developing an evaluation method to assess programme strengths and identify areas for improvement.
  • Implementing and managing changes and interventions to ensure project goals are achieved.
  • Ensuring goals are met in areas including customer satisfaction.
  • Producing accurate and timely reporting of programme status throughout its life cycle
  • Undertakes field visits to monitor and assess programme implementation and decides on required corrective action
  • Participate in annual sector review meetings with government counterparts.
  • Collaborate and prepare annual program status reports in a timely manner, as required.

3. Optimum Use of Program Funds

  • Support Programme Officers in developing a budget and operating plan for the programme.
  • Monitors programme implementation progress and compliance
  • Monitors the allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated
  • Takes appropriate recommendations or actions to optimize use of programme funds.

Impact of Results

  • Assure support to several Programme Officers in following up rolling work plans, Annual Work Plans with Governmental institutions and counterparts.
  • Assure intersectoral work, budget implementation and reporting advances, bottlenecks and deviations from planned activities.
  • Timely completion of all assurance activities.
  • Programme funding proposals.

To qualify as an advocate for every child you will have…

  • Education : University degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field. Project Management certification desirable and considered as an asset.
  • Work Experience : A minimum of one year of relevant managing professional work experience is requiredExperience working in a developing country and background/familiarity with emergency are considered as an asset.
  • Proven experience in programme management of social and development projects, stakeholder management skills,  and experience managing a team would be highly valued.
  • Language Proficiency : Fluency in Spanish and English is required. . Knowledge of another official UN language or local language of the duty station is considered as an asset.
