Under supervision of the Health Manager of UNICEF assess the institutional capacity of Instituto Nacional de Saúde (INS), to plan, manage and evaluate health-related training and research at the national, regional and municipality levels in Timor-Leste and develop a capacity development response plan along with the costing to address the identified weaknesses.

How can you make a difference?

Under supervision of the Health Manager of UNICEF assess the institutional capacity of Instituto Nacional de Saúde (INS),assess the institutional capacity of INS to plan, manage and evaluate health-related training and research at the national, regional and municipality levels in Timor-Leste and develop a capacity development response plan along with the costing to address the identified weaknesses.

Specifically, questions addressed will include:

    • Assess capacity of INS to oversee, coordinate and provide in-service training in the country
    • Assess capacity of INS to oversee, coordinate and provide leadership for health-related research in the country
    • Assess capacity of INS to meet relevant NHSSP (2011- 2030) and INS strategic plan (2015-2019) objectives, targets and milestones
    • Identify strengths and weakness of the institutional arrangements of INS
    • Identify opportunities and options to improve institutional capacity of INS to provide leadership for high quality research and in-service trainings
    • Identify specific areas for improvement to strengthen the institutional capacity of INS's current mandate and roles?

WORK ASSIGNMENT:

1.  Prepare and submit an inception report outlining the following (5 days):

  • Broad understanding of the core issues to be addressed through this work
  • Key steps in the process (how work will be executed)
  • A work plan with time frame and support needed to accomplish the deliverables of this consultancy

2. Conduct desk reviews, interviews and site visits as necessary to assess and document strengths and weaknesses in institutional capacity of the INS (5 days)

3. Work together with INS to co-design assessment methods; develop data collection instruments; obtain necessary approvals; present to INS/ MoH on the final assessment methods, draft tools; incorporate their comments and finalize assessment methods and tools (5 days).

4.  Pre- testing of the tools, revise and finalize tools (5 days) 

5.  Conduct institutional capacity assessment of INS using the tools developed and analyze the data from the assessment (15 days)

6.  Conduct national stakeholders' workshop to disseminate the assessment findings and develop an institutional capacity development response plan (along with costing) - 5 days

7.  Prepare and submit a mission completion report of the consultancy in editable format (docx) along with a full set of deliverables described above in both docx and pdf format - 5 days 

DELIVERABLES:

1.  Inception report including workplan with timeframe and support needed  

2.  Final desk review report  

3.1. First draft of methods and data collection tools developed

3.2. Power point presentation to MoH/ INS

4.  Brief narrative report with final methods and data collection tools

5. Draft assessment report highlighting the preliminary findings on the bottlenecks along with draft of the capacity development response plan

6.1.  Power point presentation with preliminary findings on the bottlenecks and proposed actionable solutions presented to INS and relevant stakeholders

6.2. Draft assessment report finalized after validation workshop and power point updated accordingly

6.3. An institutional capacity development response plan (with costing) developed and finalized

6.4. Workshop report

7. All deliverables updated and submitted, along with mission completion report in both PDF file and editable MS word file

Duration of the Assignment: 45 days to be started in August 2020.

To qualify as an advocate for every child you will have…

  • Advanced post-graduate degree is required. A Medical doctor, nurse, midwife or allied health professional with additional training and experience in public health or health care administration or management would be preferable.
  • At least seven years of progressively responsible professional work experience at international, national and/or sub-national levels in the area of Public Health, HR Training & Management, developing and coordinating large scale capacity development initiatives in health related projects, experience in conducting trainings of different public health / healthcare cadres at national/ and sub-national levels, working with key technical organizations in public health.
  • Demonstratable expertise in research, data analysis and report writing are essential.
  • Previous experience in working with UNICEF (or UN agency/large NGO/multi/bi-lateral organization) on institutional capacity assessment in Low- and Middle-income countries will be an advantage.
  • Previous experience of working in Timor-Leste would be an asset.
  • Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point.
  • Good communication and presentation skills, analytical and interpersonal abilities, good oral and written communication skills in English.
  • Demonstrated ability to work independently in multi-disciplinary team environment.
