The Evaluation Office seeks an Evaluator – Case Study Researcher to conduct desk-based country case studies as part of a corporate independent evaluation titled “Evaluation of UNICEF work in strengthening civil registration and vital statistics systems”

As part of the Global Evaluation Plan (2017-2021), the UNICEF Evaluation Office is commissioning an evaluation of UNICEF’s contribution to strengthening civil registration and vital statistics (CRVS) systems. The evaluation will examine the relevance, effectiveness, coherence and innovation of UNICEF’s strategies and programmes to strengthen national CRVS and will comprise summative and formative elements.

How can you make a difference?

The purpose of the consultancy is to support learning on what works to strengthen CRVS systems and under which circumstances. The intent is to inform the strategies, design and implementation of future UNICEF initiatives; and to contribute to UNICEF’s accountability for its performance and results.

Specifically, the consultancy will contribute to the independent corporate evaluation by synthesizing existing knowledge on CRVS systems strengthening for seven case study countries. The 11 countries under consideration are: Bangladesh, Botswana, Guinea, Haiti, Indonesia, Kyrgyzstan, Mali, Morocco, Nigeria, Pakistan, and Tajikistan.

The Evaluator will be in charge of (a) analyzing and summarizing a core set of documents per country, and (b) to determine and fill data gaps. Specifically:

• Contribute to the refinement and finalization of the annotated country case study outline; 
• Analyze and summarize data in accordance with the agreed template and overall evaluation approach, plan and timeline;
• Draft seven country case study reports that clearly lay out:

• The specificities of the national CRVS system;

• The roles of other actors and stakeholders in the national CRVS response;

• The details of UNICEF’s programmatic response;

• Revise the case studies based on feedback from the Evaluation Office, and other reviewers;
• Manage and keep updated the bibliography and knowledge sharing platform for each country case study.

Deliverables:

The level of effort is estimated at 85 days over the period 27 July through 20 December 2020. Expected deliverables are as follows:

1. Annotated country case study outline: 2 days
2. Pilot case study report: 12 days
3. Revised and final pilot case study report: 2 days
4. Drafts of six remaining case studies: 60 days
5. Revised and final versions of four case studies: 6 days
6. Submission of full bibliographies, all relevant documentation and raw data to knowledge sharing platform: 3 days

 To qualify as an advocate for every child you will have....

• An advanced university degree in the social sciences or a related field;
• Significant experience in conducting research, data analytics or evaluations in the realm of CRVS (at least 5 years);
• Experience supporting global thematic evaluations;
• Documented track-record in analyzing and synthesizing quantitative and qualitative information from different sources;
• Ability to work effectively as part of a remote team and ability to produce quality work;
• Good communication and people skills; ability to express ideas and concepts concisely and clearly in written and oral form;
• Prior experience with UNICEF or the United Nations is an asset;
• Language proficiency: Fluency in English; ability to read French/Spanish an advantage.
