Wheelchair Tenders - Technical Specialist Consultant
Centre: Product Innovation Centre, UNICEF Supply Division, Copenhagen

Location details; Copenhagen/home based

Duration: 80 days over up to a 9 month period

Field Missions/Travel: The consultant should consider that there will be required 2 visits (up to 10 business days) to Supply Division in Copenhagen Per diem cost and ticket cost will be reimbursed for all approved trips related to the assignment, in line with UNICEF the travel rules. Financial quote should include estimated cost for these trips.

Anticipated Start Date: July 2020 (or as soon as possible)

 

Context and Purpose of the Consultancy:

In 2016, UNICEF procured $3.519 billion in supplies and services for children in 147 countries and areas. Partnerships, competition, and strategic procurement delivered price reductions for vaccines and other supplies that saved $588.2 million for governments and donors. Much of UNICEF Supply Division’s (SD) work focuses on working with suppliers and a range of partners to ensure the availability of life-saving products. SD’s work in product innovation and markets effort enables the development of new products or the improvement of existing ones and interventions to decrease prices and ensure availability hereby ensuring value for money and the availability of fit for purpose and value for money products that can benefit children around the world.

900 million people around the globe is in need of one or more assistive technologies, this is an area in which UNICEF has committed to do more as part of the AT2030 programme ( https://at2030.org/). With funding received from DFID, through the AT2030 programme and in collaboration with WHO, UNICEF will add different assistive technology product ranges into our global supply catalogue ( https://supply.unicef.org/), one of the first of which is wheelchairs. The range of wheelchairs will not be limited to paediatric products but represent the need across wheelchair users in different economic and geographic settings.

For that reason, UNICEF Supply Division is seeking an experienced consultant with a strong understanding of technical specifications and procurement processes for wheelchairs. The consultant will be responsible for specific technical aspects of introducing a range of wheelchairs into the UNICEF Supply Catalogue, through Direct Order Long Term Agreements with manufacturers/suppliers of the products.

Key Tasks
Under the supervision of the Disability & Innovation Specialist, Product Innovation Center, and working closely with the Health Technology Centre at UNICEF, the objective of this consultancy is to provide technical support throughout the tendering process for a full range of wheelchairs - from the creation, review and finalization of tender specifications up until Direct Order Long Term Arrangements (DO LTAs) are in place for these products

Timeline
The ambition is to complete and evaluate the tenders within 2020, but the contract is for 9 months to allow for delays in releasing the tenders given the currently somewhat volatile nature of global procurement. If there are significant delays, the contract length may be extended further, in consultation with the consultant.

Deliverables:
The consultant will be responsible for ensuring the following deliverables are achieved:

Pre-tender deliverables (approx. 40 days):
• Finalized tender specifications for a full range of wheelchairs (number tbd) using WHO specs as inputs and ensuring children’s needs are catered for.
• Finalized technical sheets for all products
• Draft the technical evaluation scoring table/criteria/framework for product evaluation.
• List of invitees for tender
• Technical materials developed in Powerpoint format for pre-tender industry consultation
• Lead the pre-tender technical consultation and develop technical document to transparently report on questions and answers from the meeting
• Develop transparent testing program for both sample evaluation and subsequent technical evaluation

Deliverables during tender process and technical evaluation (approx. 40 days):
• Documentation of clarifications communicated with suppliers while tender is out
• Participate in sample evaluation
• Complete technical evaluation of tender bids
• Revised technical cards for database input as appropriate
• Technical materials developed for webinar on Direct Order Long Term Arrangements (DO LTAs) for the full range of wheelchairs
• Revisions to relevant sections of the Technical Guidance document related to procurement

Requirements

Academic:
• University degree in engineering, biomedical engineering or related discipline and/or public health, physical therapy or related discipline. Advanced degree (Masters) preferred.

Professional Experience:
• Minimum five years of relevant, progressively responsible, professional experience is required
• Hands-on working experience with wheelchair development, procurement or evaluation is required
• Experience with writing specifications and tender material is required
• Experience with- and knowledge of differing wheelchair target groups is a strong asset

Other Skills and Qualifications:
• Specialist technical knowledge of wheelchairs is required
• High level of technical writing expertise
• High level of analytical skills and attention to detail
• Understanding of assistive technology and its target groups in low resource settings
• Knowledge of UN procurement processes is an asset
• Knowledge of regulations and standards in assistive technology industry (ISO, etc.)
• Knowledge of MS Office Suite, especially Excel
• Knowledge of the environment in which UNICEF operates (i.e., global health sector)

Language Requirements:
• Fluency in written and spoken English is essential.

 

Evaluation Criteria

2. Financial quote at a daily rate in US Dollars and estimated of total cost of contract. Financial quote should be inclusive of service fees, living expenses and taxes.
3. Financial estimate for 2 x trips to Copenhagen of 5 days

5. Brief outline of proposed methodology/approach
6. Contact details of 3 references who can be contacted for review of past performance on similar projects (and/or written references)
