This opportunity can be based in Mexico or Texas, US.

The IRC plays a distinctive and impactful role in providing solutions to complex humanitarian challenges stemming from forced migration across Northern Central America, Mexico and the United States. The cross-border space at the Mexico-US border presents a microcosm of challenges, ranging from the acute humanitarian needs of individuals waiting in shelters along the northern Mexico border, to the due process and human rights crises afflicting the US immigration system that have separated families and deprived so many asylum seekers of a chance to present their claims to authorities.

The context and operating environment at the Mexico-US border is diverse and complex – clients face needs that run the gamut from immediate crisis response, through recovery and development, while at the same time presenting urgent needs for legal and social services support in connection with and as they await results on their requests for asylum or other forms of protection. A single individual or family group may run through all phases of IRC’s potential service response, may arrive in one phase of the arc of crisis and then move through to another or may be in one clear phase of needed support

Within the IRC, coverage of programs and services in this border region spans two departments: Crisis Response Recovery and Development (CRRD), which houses the Mexico and Northern Central America (El Salvador, Honduras & Guatemala) country programs under the Latin American region, and Resettlement, Asylum and Integration (RAI), which support programs in the US in the border regioan. Providing seamless support to people on the move, across the arc of crisis, to better serve current and future needs requires effective coordination across the programmatic and technical focus that span these departments.

SCOPE OF WORK:

The Cross-border Coordinator will coordinate the development of a strategic vision and IRC’s Mexico-US cross-border programming and advocacy. Working closely with the Mexico country team and US offices engaged in programming for clients impacted by border policies, as well as relevant Technical Units and Senior Management teams across CRRD and RAI, the Coordinator will bring experience and insight related to cross-border contexts, and serve as an essential voice for IRC writ-large in the regional response to realities that people seeking protection at, from and beyond the physical US-Mexico border face. Key areas of focus for the position include critical development and support of client- and community-focused cross-border programming, stakeholder relations, business development, strategic partnership opportunities, internal advocacy, communications, and leading on areas of innovation that address service gaps. The Coordinator will also be asked to contribute efforts that extend from the US-Mexico border but represent the same coordination intention of providing seamless service to clients.

Location: El Paso, Texas or Cuidad Juarez, Mexico

Length of Assignment: 12 months, potential extend

Languages: Must be fluent in both English & Spanish, spoken & written.

RESPONSIBILITIES:

Coordination and Strategy

•Develop, in collaboration with internal stakeholders, policies, protocols, and practices to further facilitate cross-departmental collaboration and progamming, using the existing collaboration concept note as a basis.

•Work collaboratively with internal stake holders to successfully coordinate efforts in the Cross-Border region to advance areas of programming, business development, communications, and advocacy

•Develop and shape, in collaboration with a range of internal and external stakeholders, strategy for cross-border response and programming, contributing to the strategic action plans in relevant geographic locations of IRC operation.

•Identify opportunities for partner engagement, business development, and expansion of existing or future programming in regions at the US-Mexico border, and where relevant and possible with linkages to programs in Northern Central America and in the interior of the US supporting similar communities.

•Provide regular updates to the Cross-Border collaboration working group and other IRC stakeholders on the effort’s achievements, challenges and vision moving forward.

•Manage and maintain a wide range of relationships and partnerships with a diverse stakeholders including the non-profit community, volunteer groups and, as needed, local and federal government officials in both Mexcio and the US.

•Work with IRC Communications teams as needed to implement media strategy and publicize work related to IRC’s humanitarian response in a manner that prioritizes the privacy and dignity of impacted families.

•Work with IRC Advocacy team to make sure that the full range of Cross-Border policy issues including refugees, asylum, immigration as well as crisis response recovery and development, are expressed to best advocate for our clients and the policies that will help them

Business Development

•Actively engage in and support efforts to attract funding for Cross-Border programming, or programming that support the population in the Cross-Border region through future and current programs

•Lead or contribute to the development of concept notes and proposals for Cross-Border initiatives providing direct services or technical support.

•Lead or contribute to the development of other documents that diseeminate information, share successful programming or otherwise support the positioning of IRC for future work in the Cross-Border region.

•Build partnerships and cultivate donor relationships that attract funding and other resources to serve clients in the Cross-Border context

•Provide technical review of grant proposals prepared by field offices in the region.

Technical Support to Field Offices and Knowledge Management

•Engage actively with both RAI and CRRD technical advisors and program staff in field offices to promote a client-centered response to IRC clients across the arc of the displacement crisis.

•Promote an innovative and responsive learning and information sharing environment through knowledge management mechanisms that facilitate systematic exchange of information, good practices, and lessons learned, including intranets, communities of practice, webinars, etc, geared both internally towards IRC as well as externally towards partners

•Engage actively in technical collaboration mechanisms through IRC’s Effort to Outcomes database (RAI) and Outcomes and Evidence Frameworks (CRRD) that facilitate program management, fundraising and quality assurance efforts, supporting programs to ensure reporting captures outcomes both quantitatively and qualitatively.

•Serve as focal point for record keeping of IRC activities and programs in the region, sharing information with relevant internal stakeholders and, using this initial coordination as a pilot effort, provide recommendations for improvements.

Qualifications

•Knowledge of the Cross-Border region, the populations that move through this region, context and factors is essential.

•A bachelor’s degree in social work, social sciences, international development, related field or equivalent relevant experience required; advanced degree preferred.

•Minimum 3 years’ program management experience required. Additionally ideally experience includes humanitarian, emergency or development work with vulnerable populations and experience providing social services and case management, preferably with vulnerable refugees, asyless and immigrants.

•Experience conducting trainings, capacity building initiatives, and providing technical support

•Strong analytical, training, organizational, oral, and written communication skills in both Spanish and English.

•Ability to communicate effectively with colleagues and partners in a cross-cultural, multi-disciplinary and collaborative environment; excellent interpersonal and networking skills; ability to manage a variety of internal and external relationships, flexibility and to multi-task and prioritize tasks.

•Spanish and English fluency both spoken and written required.

•30% travel required.
