1. Background

 

The Danish Refugee Council initiated its activities in the island of Lesvos in November 2015 due to the unprecedented influx of asylum seekers. Following new political developments and displacement dynamics in early 2016, DRC expanded its activities to the mainland to support the people living in several sites across the country. With offices in Athens, Larissa and Thessaloniki, it currently implements a wide range of activities, including Site Management Support, legal assistance, identification of individual needs and protection of highly vulnerable persons, access to services within and outside the hosting sites through cultural mediation, and non-formal education. DRC works closely with the refugee communities, the Greek authorities and other humanitarian actors to ensure a protective environment for refugees and asylum seekers in Greece. 

 

2. Purpose

 

DRC Greece is looking to recruit a qualified, flexible and enthusiastic professional to work for its operations in Attica as a Legal Aid Team Leader. Under the close cooperation of the Field Protection Manager, the Legal Aid Team Leader will be coordinating the legal aid project in Attica, will develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s Legal Aid program.

 

 

3. Duties & Responsibilities

 

The main responsibilities include:


Organization, administration, and personnel management
 

  • Ensures that an adequate legal aid officer human resources structure is in place, with clear identification of roles and responsibilities, tasks and work plans.
  • Has the overall responsibility for the recruitment, management, capacity building, supervision and mentoring of legal aid staff.
  • Ensures the observance of the DRC Code of Conduct, Code of Conduct of Lawyers in the European Union and the Code of Conduct of Greek Lawyers (Law 4194/2013) throughout activity implementation.

 

Technical
 

  • Monitor, implement the Standard Operating Procedures of Legal Aid Unit,
  • Manage and counsel on the identified legal cases from the sites
  • Provide legal aid counselling to refugees and asylum seekers and manage cases when necessary
  • Provide guidance to legal aid officers, regarding individual counselling and management of cases, on the asylum procedure/international protection/ family reunification/detention and cases that need legal assistance
  • Provide guidance for legal assistance in administrative procedures regarding issuing of birth certificate, tax number, work permit, social security number among others
  • Provide guidance for legal aid group info sessions regarding the asylum procedure, rights and obligations of asylum seekers and recognized refugees and other relevant legal topics
  • Provide inputs to reporting via a case management database and support the development of legal aid statistics

 

Accountability
 

  • Provide periodic updates and inputs for donor reporting
  • Conduct field visits to be able to address the gaps and needs to improve the legal aid program.
  • Any other tasks assigned by the Field Protection Manager to support DRC’s program.

 

 

4. Required Qualifications

 

  • At least three years working experience as lawyer in a related field; previous working experience with local or international NGOs will be considered as a strong advantage
  • Law degree and relevant experience with refugee/migration law, European and Greek jurisprudence and humanitarian law
  • Qualified lawyer registered with Greek Bar Association
  • Excellent verbal and written English and Greek skills
  • Working knowledge of Arabic or Kurdish or Farsi is an advantage
  • Strong computer skills

6. Terms & Conditions

 

  • The contract will be under the Greek Labor Law (this is a national position)
  • All allowances will be provided to the employees (Christmas, Easter, Vacation bonus)
  • DRC provides training opportunities to develop and strengthen the quality of its services as well as its staff members’ professional and personal development.
  • The position will be based in Attika (Greece) and national terms and conditions apply
