NRC in Iraq
Since the Government of Iraq declared that combat operations against the Islamic State Group (IS) had ended in 2017, Iraq has been recovering from the significant damage and destruction caused by the armed conflict. Of the more than six million Iraqis who fled their homes since 2014, 4.5 million Iraqis have returned to their area of origin and 1.4 million remain internally displaced. Many Iraqis have returned to areas that lack basic infrastructure, services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges returnees and secondarily displaced people face include the lack of security, community acceptance, housing, property, and civil documentation issues as well as critical educational and health service gaps. Throughout this, Iraq continues to host over a quarter of a million Syrian refugees.

The UN estimates that more than 4.1 million Iraqis will need assistance in 2020, 1.77 million of them in acute need. With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.
Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, returnees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra, Salahdeen and Anbar Governorates.  

We focus on assisting the newly displaced, those experiencing protracted displacement in camps, and people returning to and living in hard-to-reach places by improving their chance of obtaining a durable solution.  NRC runs integrated programmes across Iraq to respond to people in need using our shelter and settlements, education, camp management, legal assistance, livelihoods, and cash activities.
Duties and responsibilities
  • Conduct needs assessments, focus group discussions, community meetings, and other community mobilization activities
  • In collaboration with Shelter Project Assistant(s) – CM, conduct door to door visits to potential beneficiary households and correctly fill project related forms, questionnaires and BoQs.
  • Explain to the beneficiaries the project implementation methodology, scope of work, selection criteria and any other related beneficiary project documents.
  • Carry out regular follow-up visits with selected project beneficiaries during and post-project implementation
  • In collaboration with Shelter Project Assistant(s) – CM, conduct site monitoring visits to follow up on construction activities being carried out at selected housing units
  • Respond to any project beneficiary information requests and complaints as directed by Project Coordinator and M&E unit.
  • Report on daily activities of Incentive labor and complete documentation in regards to attendance and performance
  • Participate in field level coordination with community stakeholders in areas of project implementation as directed by Shelter Officer
  • Participate in activities at distribution sites including registration of recipient households, verification of IDs, and signing of distribution lists by beneficiaries
  • Conduct household level M&E activities and develop success stories from project implementation
  • Perform any other task relevant to the position as requested by the Project Officer and/or the Project Coordinator.
  • Supervision of Daily Workers and Incentive Labour/worker.
  • Adhere to NRC policies, tools, handbooks and guidelines as well Government rules and regulations
  • Assist with the implementation of the shelter portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents in both hard and soft copies
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  • Promote and share ideas for technical improvement in relation to both the “hard” and “soft” components of Shelter programming
  • Actively participate in capacity building trainings, workshops and seminars organized by NRC.
  • Assist in developing work plans of the shelter activities
  • Ensure that gender and protection mainstreaming are carried out at the field level.
  • Collaborate with teams from other CC’s to ensure that project beneficiaries are provided with the full packages of services available through NRC’s programming according to the beneficiaries specific and self-identified needs
Our Ideal Candidate
  • University graduated in a civil engineer or water resources 
  • Minimum one year experience in similar position and maximum three years
  • Social work or similar background
  • Experience in working at distribution sites
  • Experience in conducting needs/vulnerability assessments and previous participation in beneficiary selection processes.
  • Experience in working with vulnerable households in Urban and Camp settings with an NGO, charity or similar organization.
  • Proven experience in performing assigned tasks in an efficient and effective manor
  • Experience in field level coordination with community stakeholders, and local government officials.
  • Local knowledge of areas of implementation
  • Strong communication, interpersonal, analytical and negotiation skills
  • A solid computer skill 
  • Fluency in spoken and written and Arabic or Kurdish. Some knowledge of written and spoken English. Knowledge of additional local dialects is a plus. 
 
Additional Information

Contract Duration: 5 months
