Duties and responsibilities
 All Project Cycle Management aspects of the CCCM/shelter grants within the Hodieda area.

Contribute to the proposal development and final report submissions.
Coordinate and manage Shelter/CCCM project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
Implement technical direction and ensure high technical quality of projects.
Ensure that CCCM/shelter projects are fully compliant in the areas of technical works, financial monitoring and beneficiary selection.
Ensure CCCM/shelter projects are implemented with an evidence-based approach ensuring that post project evaluations and analysis are carried out.
Working with ICLA colleagues on joint-programming surrounding HLP notably proof of ownership.
Working with the camp management to promote safe CCCM/shelter techniques and provide support in shelter repairs, upgrades or replacement.
Provide technical support to Education colleagues in preparation of technical guidelines and BOQs for repair/maintenance of schools.
Working with WASH colleagues in supporting the housing rehabilitation beneficiaries with complementary WASH programming.
Scaling-up to intervene in emergencies such as new areas of intervention, influx, extreme weather, etc.
Ensuring all output/outcome data and beneficiary data is recorded and maintained in the CCCM/shelter databases.
Facilitate establishment of out-of-camp committees whose members are representative of the population, with a specific technical or cross-cutting sector focus and cutting across agencies: Protection, shelter, WASH, etc. and ensuring that representation takes into account Persons with Special Needs – Elderly, Youth, Living with Disabilities, etc.
Facilitate and coordinate formal meetings and dialogue sessions with community representatives.
Develop the capacity of leaders, committee members and interest groups through training, Focused Group Discussions, peers’ sessions and dialogue sessions.
Promote and facilitate community development and enjoyment Cultural Activities.
Facilitate peace and reconciliation initiatives among community leaders.
Facilitate community celebration and enjoyment of global events and public events.

Qualifications
University Degree in civil engineering architecture, urban planning.
Minimum 5 years’ experience from working in a humanitarian/recovery context.
Previous experience from working in complex and volatile contexts.
Experience in coordination with government authorities, clusters, national NGOs, international NGOs and UN.
Results-oriented attitude, with the ability to establish and supervise technical lines, promote communication, knowledge sharing and culture of learning, manage multiple work streams while ensuring quality.
Ability to rapidly understand the policy, strategic and institutional environment.
Understanding and experience of project monitoring, evaluation and reporting, with the ability to design effective M&E tools.
Commitment to participatory and inclusive methods of working.
Personal qualities

    Fluency in English, both written and oral.
    Excellent communication skills and ability to deliver lively training in English/Arabic.
    Sound interpersonal, verbal and written communication skills, with in particular the ability to write concise, accurate reports in easily-understood language.
    Political and cultural awareness.
