The Office of Evaluation (OED) anchors the evaluation function in the Organization. Evaluation in FAO provides results accountability to both member countries and the Director-General, giving more in-depth understanding and objective basis for their decision-making and oversight. Evaluation also contributes to corporate learning, feeding lessons into a robust feedback loop. Evaluation provides a sound basis for improvements in the Organization's programmes in terms of their relevance to countries, definition of objectives, their design and implementation. The Office also participates in system-wide evaluation initiatives, including rapid evidence assessments, thereby contributing to assessments of development effectiveness by the United Nations (UN) system.
FAO, IFAD, UNIDO and WFP have long implemented and evaluated programmes aimed at promoting rural livelihoods and food security, including in times of crisis. Despite some efforts over the past decade, there are still many evidence gaps in terms of what works best to protect rural livelihoods and food security from health, socio-economic and environmental shocks such as those caused by covid-19. On the other hand, there is separate (agency-specific) information on how and why developmental and humanitarian interventions delivered by different types of agencies (government, international agencies, civil society organizations) may work in different contexts. Also, there is a wealth of information that has been produced by international organizations, thinks tanks and other knowledge producers in academia and research settings. This information has however not been synthesized and systematically used in policy and programme design thus far.
FAO, IFAD, UNIDO and WFP plan to conduct a rapid evidence assessment on “what works to protect rural livelihoods and food security in times of crisis” in the period August-December 2020. The purpose of this call is to identify potential candidates that may be suitable for different tasks in relation to this assignment.
The consultant(s) will be under the supervision of the assigned FAO evaluation manager, on behalf of the assessment’s management group.
The consultant(s) will conduct a rapid evidence assessment in the areas of food security and rural development.
The consultant(s) will carry out specific tasks in accordance with the assessment’s Terms of Reference, including\:
- Review background documentation
- Interview relevant stakeholders
- Finalize the assessment’s methodology and criteria
- Mapping available evidence against the criteria established
- Conduct data collection and analysis
- Draft assessment report and/or relevant sections
- Present the assessment findings to relevant stakeholders
The consultant(s) will be recruited by FAO’s Evaluation Ofice and is/are expected to start working in this assignment in mid-August/early September 2020. The draft report should be available in December 2020.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
- Advanced university degree in evaluation, agriculture, social and economic development, public policy, international affairs or related fields;
- Relevant experience in policy, programme or project evaluation/assessment, as follows\:
- At least one year for a junior specialist (category C)
- At least five years for a mid-level specialist (category B)
- At least ten years for a senior specialist (category A)
- Working knowledge of English and limited knowledge of another relevant official language of FAO (Arabic, French, or Spanish).

- Work experience in more than one location or area of work, particularly in field positions is desirable;
- Extent and relevance of knowledge of food security/rural development issues including the impact of covid-19

- Desirable experience of evaluating programmes and projects of international organizations in the domain of food security/rural development
- In-depth knowledge of food security/rural development issues including potential impact of public health crisis and/or pandemics (senior specialists only)
Proven experience conducting rapid evidence assessments and/or similar types of synthesis work (senior specialists only)
