The United Nations World Food Programme (WFP) has been presented in Myanmar since 1994 and is now focusing on helping the Government reach its national Zero Hunger Challenge by 2025. WFP’s work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets.

ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

 

The Myanmar CSP 2018-2022 approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned  to be implemented to achieve the contributions to the three Strategic Outcomes.

Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking the resources used for implementing the activities to the results achieved.

The three strategic outcomes are:

 SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Lifesaving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence.

 SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.

 SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.

 

JOB PURPOSE

This job is located in WFP Myanmar Country office in Nay Pyi Taw. SCOPE is WFP’s beneficiary management and transfer management platform. The incumbent is expected to deliver and complete a wide range of WFP beneficiary and transfer management system (SCOPE) support activities.  Specifically, support is to be provided to WFP field offices, cooperating partners, financial service providers, retailers and other Agencies who are SCOPE platform users in order to facilitate effective assistance delivery. The functions of this assignment require more frequent travel to the camps/villages where the operations are based.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of, and overall supervision by the Head of RAM (Research, Assessment, and Monitoring) Unit, the incumbent will perform the following duties:-

  • Develop or Support the design of digital delivery mechanisms to ensure compatibility of the systems
  • Support the Programme team in the targeting, enrolment and preparation of the project, various interventions and distribution cycles while adhering to technical procedures
  • Perform back end and front-end backstopping and technical support to the cooperating partners and beneficiaries
  • Regularly review SCOPE user roles both in field office and country office to ensure segregation of duties, and make recommendations to SCOPE Service Desk for granting roles
  • Seek technical advice/supports from Regional Business Transformation officer 
  • Serves as the main focal point for SCOPE external partnerships with Government and other humanitarian partners 
  • Process any complaints from the field and provide feedback on the steps taken to troubleshoot the problem in the back end and provide technical guidance
  • Work closely with CFM focal for integration of sugar CRM with SCOPE for beneficiary verification
  • Manage the hardware and or the scheduling regular software upgrades 
  • Collate and analyses data of each delivery mechanism and produce data dashboard to feed into management report
  • Supervise, guide and train junior staff in the area of operation
  • Any other duties assigned.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree preferably in Information Technology, Computer Science, business management or other relevant field, or diploma in the area of computer science, information Technology or equivalent from a recognized institution or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Knowledge & Skill: 
•    Demonstrate continuous updates of knowledge about new technologies and product modifications.
•    Understand and follow established standards and protocols for service excellence in SCOPE operations to maintain quality of delivery and high levels of customer satisfaction.
•    Exhibit detailed understanding of customer IT requests in order to effectively address and manage internal customers ‘needs including identification of recurrent issues to propose long-term solutions.
•    Ability to develop and maintain relationships with a range of individuals in order to provide a high-quality support service.
•    Good communication skills required to give and receive information and work with a variety of individuals.
•    Ability to prioritise, multi-task, coordinate workloads, and work under pressure to meet deadlines.
•    Ability to be creative yet analytical with a logical mind and an eye for detail.

Language:
Fluency in both oral and written communication in English and Burmese. 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least three years of experience in livelihood/food security with additional experience in implementing technical programs, provided input into designing operations and policy discussions/ decisions.
