The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is 12 months.

 

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations.

 

The following are eligible to apply:

 

- Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. The Office will facilitate the temporary re-assignment of a selected internal candidate to this position.

- External candidates. A selected external candidate will be issued with a 4.2 (e) contract.

 

Staff members with at least five years of continuous service with the Office are encouraged to apply.

Introduction

The temporary position is located within the Governance and Tripartism Department (GOVERNANCE).   The Department comprises three Branches:  Fundamental Principles and Rights at Work; Better Work; and Labour Administration, Labour Inspection and Occupational Safety and Health, and two Units: Social Dialogue and Tripartism; Labour Law and Reform. 

 

GOVERNANCE develops knowledge and advice on labour law based on comparative studies and ILO conventions and recommendations. It provides state-of-the-art technical support and capacity-building to labour ministries and assists labour inspectorates to build capacity and develop strategies to achieve compliance with labour laws, including occupational safety and health laws. It advocates and helps constituents to build strong and functional institutions and processes for social dialogue and it promotes fundamental principles and rights at work and workplace compliance with relevant regulation. The Department has also been assigned with the preparation and production of the first ILO flagship report on social dialogue and tripartism to be published in 2021. This first flagship report will address the role and impact of collective bargaining on inequality, wages and working conditions.

 

The temporary position is responsible for contributing to the empirical analysis and research for the production of the first flagship report on Social Dialogue and tripartism.  This will involve using various research methodologies, analysing data, drafting findings and conclusions.


The temporary position will report to the Lead Researcher, ILO Flagship Report on Social Dialogue and Tripartism.

Specific Duties

1. Undertake qualitative and quantitative research and prepare analytical inputs for the 2021 ILO flagship report on Social Dialogue and tripartism and assist in authoring the report.
2. Compile indicators, graphs and charts using latest data visualization techniques.
3. Undertake literature review, and collect and analyse country experiences with a view to developing an evidence-base.
4. Collaborate with research centres and other international organizations, such as the Organisation for Economic Cooperation and Development (OECD), to exchange information.
5. Monitor and coordinate research carried out by external collaborators or junior staff including overseeing quality assurance.
6. Undertake fact-finding missions for the purpose of gathering information and data for the 2021 Flagship Report.
7. Participate in seminars and workshops as a resource person.
8. Follow-up to ensure compliance with the required timelines and stages of the production of the report.
9. Perform other relevant duties as assigned.

Required qualifications
Education

Advanced university degree in economics, industrial relations or other social sciences.

Experience

Three years’ experience at the national level and two years at the international level.  Experience in undertaking research, writing and data visualization.

Languages

Excellent command of English.  Working knowledge of French or Spanish would be an advantage.

Competencies

In addition to the ILO core competencies, this position requires:Ability to use analytical tools and qualitative and quantitative techniques; ability to provide assistance to senior specialists carrying out research; ability to conceptualise, plan, coordinate and conduct research; the ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialised technical field; capability to guide and co-ordinate the work of external collaborators, general service staff or young professionals;   ability to draft press releases, discussion papers; ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan or programme development;  excellent computer skills and knowledge of relevant software;  ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
