UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

The Livelihoods and Food Security Fund (LIFT) is a multi-donor fund set up in 2009, having recently marked its ten-year anniversary. LIFT aims to strengthen the resilience and sustainable livelihoods of poor households by helping people to reach their full economic potential. This is achieved through increasing incomes, improving the nutrition of women and children, and decreasing vulnerabilities to shocks, stresses and adverse trends.

LIFT is a significant actor in Myanmar’s development. To date, over 11.6 million people in 75 per cent of Myanmar’s townships have benefitted from LIFT’s programmes. For 2019-2023, the third strategic phase of the fund, LIFT’s four thematic areas are Agriculture, Markets and Food Systems; Financial Inclusion; Decent Work and Labour Mobility; and Nutrition. LIFT is guided by a five-year strategy that puts ‘leaving no one behind’ at the centre of its work, and will in particular focus on social inclusion and cohesion, increased support to areas affected by conflict, bringing displaced people into LIFT’s development programmes and working with Government at all levels on targeted policies that achieve gains in these areas.

LIFT has received funding from 15 donors since it was established. The current donors are the UK, the EU, Australia, Switzerland, the USA, Canada and Ireland.

The incumbent will be required to abide by the security policies, administrative instructions, plans and procedures of the UN Security Management System and those of UNOPS.

Functional Responsibilities

Under the direct supervision of the Communication Senior Officer, the Communications Analyst (Public Relations and Outreach) will work in the LIFT Communications Team and his/her tasks will consist of communications, media relations and event management.

The functions will consist of the following: 

  1. Under the guidance of the Communications Specialist and Communication Senior Officer, contributing to the design and implementation of external communications strategies for Myanmar audiences, including strategic event and campaign strategies. This includes taking the initiative to identify and seize opportunities in an independent, self-driven way to enhance the communications work of the LIFT fund.

  2. Managing external communications for all channels managing a communications content calendar. Management of content for digital channels including social media and website. Working closely with other LIFT Communications Team members in preparing and coordinating the production of communications materials for distribution to the media and other LIFT stakeholders, including the Government, parliamentarians, donors, partners, civil society organisations and the general public, as defined by the LIFT communications strategy.

  3. Stakeholder and media relations management: develop and maintain strong communication channels and networks with national, regional and local media and Government (in particular the key ministries relevant to LIFT’s work) in liaison with the LIFT policy team and other colleagues as required. Maintain relevant contact lists in support of effective working relationships. Media monitoring and trend analysis. 

  4. Event management: identify and implement creative, efficient and effective ways to engage LIFT’s audiences and stakeholders. Identify event and conference participation opportunities, organise events for promoting and furthering LIFT’s work among key stakeholders. Liaise closely with LIFT colleagues in identifying event opportunities in different thematic areas. The events will include field trips, missions, seminars, workshops, larger conferences such as the LIFT Forum, and will include media relations and spokespeople briefing and management.

  5. Campaigns: planning and executing communications campaigns for different channels as required for reaching strategic communications goals.

  6. Writing and producing content such as media releases, press kits, media statements, donor briefings, social media content, internal and external newsletters etc.

  7. Evaluating effectiveness and impact of LIFT’s external communications activities.

  8. Other duties as requested by the Fund Director, the Communications Specialist and the Communication Senior Officer in the spirit of efficient teamwork.

Monitoring and Progress Controls

The Communications Senior Officer will monitor the performance of the incumbent in line with his/her assignment.

Education/Experience/Language requirements

Education 
  • Master’s degree in communication, media studies, journalism, international relations, public/media relations, public relations, event management, English or any other related field is required.

  • A Bachelor's Degree in combination with 2 additional years of relevant experience may be accepted in lieu of a master’s degree.

Work Experience     

  • Two years of experience in communications, event management, advocacy/government relations, digital media, journalism, public/media relations, marketing, international relations, stakeholder management, writing/editing or any other related fields is required.

  • Experience working with Myanmar and international media is highly preferable.

  • Experience working in advertising, public relations or event management would be an asset.

  • Experience of working in conflict-affected areas and with relevant stakeholders would be a distinct asset.

  • Experience in developing strategy and plans for communications and in the organisation of events and associated materials is highly preferable. 

  • Previous working experience in a similar position with media organisations, UN, NGO or private organisations would be an asset.

  • Previous experience working with Government, the media and/or civil society organisations would be an asset.

  • Excellent writing and analytical skills in English and Myanmar, with an understanding of drafting communications content for different audiences, is required. 

  • Excellent skills in translation from English to Myanmar and Myanmar to English are required.

Language
  • Fluency in both written and spoken English and Myanmar language is an essential requirement. Knowledge of other ethnic languages in Myanmar would be a distinct advantage.
