Organizational Setting and Work Relationships

The position is located within the Division of Human Resources (DHR). The Division's mission statement positions DHR as a strategic, trusted and innovative business partner to operations in enabling UNHCR to protect and respond to persons of concern by attracting, motivating, retaining and developing a talented, diverse and agile workforce, while nurturing a culture of excellence, respect and wellbeing for all.

The Head of the Global Learning and Development Centre (GLDC) plays a key role in the realisation of UNHCR¿s People Strategy and contributes to the implementation of the evolution of the HR function and the people management transformation towards a more people centric UNHCR. The position reports to the Director of DHR.

As part of DHR¿s renewed focus on integrated talent management, the newly reconfigured GLDC takes a strategic approach that integrates learning with workforce and succession planning, talent development including leadership development, performance management, engagement, and recognition, working in close collaboration with the other services in DHR. The Service comprises three sections: Functional Learning Section (FLS), Talent Development and Performance Section (TDPS), and Leadership Development Section (LDS). 
The incumbent of the post drives the transformation process of GLDC towards integration in DHR and as a strategic partner to the global workforce.  They lead the GLDC on its journey to become a facilitator of learning solutions, devised and developed in alignment with global organizational priorities and adapted to regional and local contexts- as opposed to delivering discrete learning programs.

The Head of the GLDC is responsible for the implementation of learning and development related strategies, policies, and guidelines, monitors and evaluates their effectiveness, as well as integrate the work of the three Sections. Under the guidance of the Director, the incumbent manages the global learning resources assigned to support institutional, operational, and individual workforce needs. In recognition of the importance of good people management practices, the incumbent acts as a role model for people-centric leadership and proactively fosters an inclusive work environment that encourages creativity, innovation and the application of latest trends and developments in adult learning and development. This position has a strong client focus and works in close collaboration with Divisions, Bureaux, and field operations, to identify learning and development gaps, support the co-ordinated responses, and provide tools for measuring effectiveness and driving impact. The incumbent also interacts with other Human Resources providers within the UN, the larger humanitarian community, leading academic and research institutions and beyond in the pursuit of best practices and innovation

Duties
- Ensure that all GLDC learning and development programmes and activities are strategically aligned with organizational priorities and meet the current and future needs of the Organization.
- Facilitate a broader learning culture shift in UNHCR aligned with People Management priorities, i.e., introducing a more people-centric approach in which employees and managers are empowered to take charge of significant elements of learning while ensuring strategic delivery of corporate programmes.
- Ensure on-going implementation of UNHCR¿s integrated People Management Framework across the GLDC including the alignment of capacities, resources and structure to deliver the optimum employee experience in support of employee engagement across the entire UNHCR workforce
- Re-position GLDC to offer learning and development support in particular to Bureaux and Operations, in the context of Regionalization and Decentralization
- Ensure that colleagues have adequate access to learning and development opportunities that enhance knowledge and improve performance and that they can play an active role in curating and sharing learning and development opportunities.
- Facilitate the establishment of policies and processes to ensure that all learning developed and delivered throughout the organization is impactful, cost effective and aligned to people management outcomes and facilitate employee engagement
- Oversee the development and implementation of policies and procedures to ensure that UNHCR personnel have access to appropriate development activities to support their engagement, performance, and career development.
- Develop and clear policies, strategies, and methodologies related to the development and delivery of learning opportunities.
- Ensure the GLDC functions as a diverse, safe and respectful workplace in which creativity, teamwork and quality delivery are fostered and recognized
- In consultation with the EO, Divisions, Bureaux and operation, lead the formulation and regular update of a learning and development strategy aligned with organizational priorities and targeted to identified gaps.
- Advise the Director on matters relating to employee engagement, talent development, individual and organisational performance.
- Assist the Director as and when required on matters relating to policy developments in the Area of Responsibility (AoR).
- Develop partnerships in learning and development activities with other agencies;
- Develop opportunities to lead parts of the UN learning system on a recovery of cost basis
- Represent UNHCR in various relevant learning and development related fora in the UN system and outside.
- Oversee budget development and planning within Area of Responsibility (AoR).
- Enforce compliance with UNHCRs rules, policies, and procedures.
- Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience

For D1 - 17 years relevant experience with Undergraduate degree; or 16 years relevant experience with Graduate degree; or 15 years relevant experience with Doctorate degree

Relevant Job Experience
Essential:
Minimum 16 years of working experience at the professional level within the Human Resources field, with a minimum of 7 years in an international capacity and 7 years in managerial capacity. Significant and ideally varied experience in the humanitarian sector, or international organisation, including in the field. Knowledge and proven experience in talent management and leadership development in a large international organization; Knowledge and experience in design, development and evaluation of modern adult learning technologies and practice.
