Overview of position
Following the 17th February Revolution in 2011 that led to the overthrow of 40 years of authoritarian rule in Libya, the United Nations Security Council decided by resolution 2009 (S/RES/2009 (2011), 16 September 2011) to establish the UN Support Mission in Libya (UNSMIL) with the mandate to: (a) restore public security and the rule of law; (b) undertake inclusive political dialogue, promote national reconciliation, and embark upon the constitution-making and electoral process; (c) extend state authority, including through strengthening emerging accountable institutions and the restoration of public services; (d) promote and protect human rights, particularly for those belonging to vulnerable groups, and support transitional justice; (e) take the immediate steps required to initiate economic recovery; and (f) coordinate support that may be requested from other multilateral and bilateral actors as appropriate.

Since then, UNSMIL has provided and continues to provide support to the transitional governance institutions on the full spectrum of its mandate. UN Security Council Resolutions 2434 (2018), 2486 (2019) and 2510 (2020) mandate UNSMIL among others, to support the organization of elections in Libya, in full accordance with the principle of national ownership, while underscoring the importance of the UN’s central role in facilitating a Libyan-led and Libyan-owned inclusive political process, reiterated also in the conclusions of the Berlin Conference on Libya (January 2020). 

The country’s first free elections were held on 7 July 2012 for the General National Congress (GNC). Two subsequent electoral events took place namely, the Constitution Drafting Assembly election on 20 February 2014, amidst violence and boycott by some minority groups, and the election of a new legislative body, the House of Representatives (HoR) in July 2014. In addition, Libya conducted 92 municipal council elections during 2014 and 2015, and another 25 first- and second-generation municipal council elections, during 2018 and 2019.

With an overall goal of building the capacity of Libya’s transitional governance structures and facilitating citizens’ participation in political processes, this UNDP/UNSMIL joint initiative is designed to support Libya in holding municipal council elections in 2020. Through support to the Central Committee for Municipal Council Elections (CCMCE), the designated electoral management body responsible for administering local elections, the project expects to contribute to the timely planning, preparation and conduct of upcoming municipal elections. The project focuses on supporting and further building the capacity of the CCMCE to prepare for and conduct successful election operations and balloting events. This includes provision of support to inclusive voter registration, with an emphasis on inclusive civic and voter education and awareness raising activities.

2. Purpose and Objective of the Consultancy
Under the overall supervision of the Chief Technical Advisor/Project Manager and the direct supervision of the Civic and Voter Education Team Coordinator, the Content Creator and Radio producer will be home-based but with occasional requirement to work in the office and to travel. S/he will support the civic and voter education strategy of the CCMCE. Following UNDP’s procedures, s/he will assist in the development and implementation of the civic and voter education strategy and related campaigns for municipal council elections. The Content Creator and Radio producer shall be providing his/her ideas, creative products and develop innovative ideas on awareness raising tools and materials for CCMCE’s civic and voter education strategy.
 
Role objectives

4. Functions / Key Results Expected
Summary of Key Functions:
 
  1. Help implementation of the Civic and Voter Education strategy;
  2. Assist in production and dissemination of civic and voter education materials.

The Content Creator and Radio producer shall perform the following functions:
  1. Support implementation of the Civic and Voter Education programme;
  • Support the CCMCE in the implementation of a culturally- and gender-responsive civic/voter education strategy, including dissemination of materials;
  • Support the CCMCE in the development of culturally- and gender-responsive civic/voter materials through a variety of mediums for potential voters.
  • Support the civic and voter education team to create and develop ideas and implement products for the newly elected municipal councils.

Specifically, the tasks and responsibilities of the Content Creator and Radio producer are:
  1. The Content Creator and Radio producer shall provide the project with creative ideas related to the concept needed at the time for any type of materials produced by the team or by a third party;
  2. The Content Creator and Radio producer will support the civic and voter education team to develop ideas for all materials needed;
  3. The Content Creator and Radio producer will be responsible for producing a number of radio spots as discussed with the civic and voter education coordinator, however with a minimum of 2 radio spots per month;
  4. The Content Creator and Radio producer will be responsible for writing, performing and producing the radio spots, as agreed with the civic and voter education coordinator;
  5. The Content Creator and Radio producer will commit to the deadlines for producing creative ideas.
5. Deliverables

The following are the key deliverables expected during and towards the end of the assignment:

Experience: • At least seven years of experience in radio related to education campaigns or commercial campaigns,

• Very good experience in producing radio products;
• Very good experience in writing content (scripts for radio spots and segments, video scripts, storyboards);
• Experience in working with civil society organizations;
• Good background on elections is an asset;
• Ability to come up with creative ideas.
Language requirements: • Fluency in written and spoken Arabic are essential; English as a working language an asset.
