Overview of position
Following the 17th February Revolution in 2011 that led to the overthrow of 40 years of authoritarian rule in Libya, the United Nations Security Council decided by resolution 2009 (S/RES/2009 (2011), 16 September 2011) to establish the UN Support Mission in Libya (UNSMIL) with the mandate to: (a) restore public security and the rule of law; (b) undertake inclusive political dialogue, promote national reconciliation, and embark upon the constitution-making and electoral process; (c) extend state authority, including through strengthening emerging accountable institutions and the restoration of public services; (d) promote and protect human rights, particularly for those belonging to vulnerable groups, and support transitional justice; (e) take the immediate steps required to initiate economic recovery; and (f) coordinate support that may be requested from other multilateral and bilateral actors as appropriate.
Since then, UNSMIL has provided and continues to provide support to the transitional governance institutions on the full spectrum of its mandate. UN Security Council Resolutions 2434 (2018), 2486 (2019) and 2510 (2020) mandate UNSMIL among others, to support the organization of elections in Libya, in full accordance with the principle of national ownership, while underscoring the importance of the UN’s central role in facilitating a Libyan-led and Libyan-owned inclusive political process, reiterated also in the conclusions of the Berlin Conference on Libya (January 2020)
The country’s first free elections were held on 7 July 2012 for the General National Congress (GNC). Two subsequent electoral events took place namely, the Constitution Drafting Assembly election on 20 February 2014, amidst violence and boycott by some minority groups, and the election of a new legislative body, the House of Representatives (HoR) in July 2014. In addition, Libya conducted 92 municipal council elections during 2014 and 2015, and another 25 first- and second-generation municipal council elections, during 2018 and 2019.
With an overall goal of building the capacity of Libya’s transitional governance structures and facilitating citizens’ participation in political processes, this UNDP/UNSMIL joint initiative is designed to support Libya in holding municipal council elections in 2020. Through support to the Central Committee for Municipal Council Elections (CCMCE), the designated electoral management body responsible for administering local elections, the project expects to contribute to the timely planning, preparation and conduct of upcoming municipal elections. The project focuses on supporting and further building the capacity of the CCMCE to prepare for and conduct successful election operations and balloting events. This includes provision of support to inclusive voter registration, with an emphasis on inclusive civic and voter education and awareness raising activities and support to newly elected municipal council through the Post-Election pilot initiative created by the UN project. The objective of the post-election pilot initiative is to:
  • Increase the knowledge of the citizens / voters of what municipal councils can and cannot do; by doing so, place the municipal councils in the context of their functions within the democratic process of elected Libyan institutions; 
  • Help the elected municipal councils state their cases by broadening their communication and outreach efforts with citizens, and increase their ability to deliver basic services to citizens within the range of their legal mandate; 
  • Help bring international partners together and create synergies for capacity building in support of newly elected municipal councils, which otherwise might not have been able to happen.

The project intends to contribute to the planning, preparation and conduct of workshops to support newly elected councils in 2020 and beyond. The project will focus on supporting newly elected local councils and key staff with capacity development activities. The aim is to increase the knowledge and resources of municipal councils to successfully implement their mandate, and deliver to their citizens better services through strengthened local democratic institutions.
 
Role objectives
Purpose and Objective of the Consultancy
Under the overall supervision of the Chief Technical Advisor (CTA) and the direct supervision of the Project Coordinator, the Junior Project Officer is expected to assist the Project Coordinator in the implementation of the Post-Election Initiative to support newly elected municipal councils in Libya. Following UNDP’s procedures, s/he will assist in the implementation of the Post-Election Initiative work plan, jointly developed by the project, its partners and the CCMCE.

His/her core duties will be the following:
 
  1. Assist to ensure coordination and quality implementation of the activities supporting newly / recently elected municipal councils;
  2. Assist to liaise closely with UNDP projects supporting Libyan municipalities as well as with other international partners, mainly the EU and USAID funded organisations to ensure synergies, increase collaboration and avoid overlaps;
  3. Assist to liaise and coordinate closely with the Ministry of Local Government and other governmental and non-governmental stakeholders.

The Junior Project Officer will specifically:

1: Assist to ensure coordination and quality implementation of the activities supporting newly / recently elected municipal councils;
 
  • Assist and contribute in further designing and elaborating capacity building modules for municipal councils;
  • Assist to liaise with mayors and focal points of municipalities, and keep track of the follow-up programme as designed with the Project Coordinator;
  • Assist in overseeing the work of assigned staff/consultant/facilitator, ensuring adherence to work plans and troubleshoot as needed;
  • Assist in providing the management team with project status updates, highlighting issues that need attention, at least weekly. When needed, advise the management team about personnel challenges;
  • Assist to identify the need for external consultancy support, prepare necessary TORs, specifications, and/or support notes, and manage other consultancy services accordingly;
  • Assist to organize and supervise the implementation of program activities, including but not limited to meetings, workshops, public events and seminars. Serve as a workshop trainer and/or facilitator if needed;
  • Assist to elaborate and adjust as required the annual workplan to provide technical advice and support to municipal councils and staff for the identification of priority needs in accordance with participatory development plans, as well as with other project preparations and designs.

2: Assist in closely liaising with UNDP projects supporting Libyan municipalities as well as with other international partners, mainly the EU and USAID funded organisations to ensure and increase synergies and collaboration and avoid overlaps:
 
  • Assist to liaise with UNDP projects supporting municipalities to ensure synergies among projects supporting municipalities;
  • Assist to liaise with international partners and their local implementers in Libya to increase collaboration and synergies among projects.

3: Assist to closely liaise and coordinate with the Ministry of Local Government and other governmental and non-governmental stakeholders:
 
  • Assist to maintain and cultivate relationships with the Ministry of Local Government and other key governmental and non-governmental stakeholders;
  • Assist to ensure a good collaboration and relationship with municipal council associations and refer to their expertise and network as required.
