The general objective of the consultancy is to enable the Government of Katsina State to have a holistic social protection policy which will help the state to reduce poverty and address many forms of vulnerability while ensuring equitable and sustainable development.

Major Tasks to be accomplished

  • Development of detail road map
  • Facilitation training of training of TWG and briefing of steering committee on social protection 
  • Data collection including literature review and data collation on risk and vulnerability profile
  • synthesis of the aspirations of the populations, particularly women, children, youth and marginalized populations (persons living with HIV, persons living with disabilities).
  • Ensure consultation of all key stakeholders and development partenrs including others UN and CSO
  • Facilitation of workshop and programmatic gatherings related to social protection policy elaboration 
  • Draft social protection policy   
  • Support preparation, organization of and reporting from meetings, workshops
  • Provide other technical support as required by the TWG to the process of the elaboration of the policy   with direct engagement with the Ministry of Budget and Economic Planning  

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: Economics, Public Policy, Statistics, Demography, Social Science or another relevant technical field. 
  • A minimum of five years of relevant professional work experience is required.
  • Fluency in English is required. Local working language of the duty station an asset.
  • Experience working on social protection is considered as a strong asset.
  • Previous experience in policy elaboration, financial and administrative management is an asset
  • Experience in working with UN/UNICEF or other international organizations will be considered as an advantage.

The criteria for selection of the consultant are summarized in the following table:

Interested individuals will make a proposal of a two-page maximum technical offer showing the following four elements:

  • understanding of the terms of reference,
  • specification of the proposed state (only one State)
  • the methodology including comments on road map 
  • foreseen challenges and risks in the process and anticipated mitigation measures

Total rate: UN applicable monthly rate paid strictly subject to satisfactory work on all tasks and deliverables.

Payment of professional fees will be based on submission of agreed satisfactory deliverables.

UNICEF reserves the right to terminate the contract without a prior notice and/or withhold all or a portion of payment if performance is unsatisfactory, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and partners are not followed, if work/outputs are incomplete, not delivered or for failure to meet deadlines

All relevant intellectual property rights in the developed materials/products/documents and associated tools will, upon their development, belong to UNICEF Nigeria and cannot be published, disseminated or used without prior written permission of UNICEF.
