Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The post is located in the FAO’s Project Office in the Green Climate Fund (GCF) National Designated Authority (NDA) Office, Department of Environment (all FAO-Iran employees shall follow the UN work week which is from Sunday to Thursday and holiday schedule. Employees working in the project offices located in Government buildings shall work at the FAO Representation on Government holidays and weekends).

Reporting Lines

Under the direct supervision of the FAO National Project Officer and overall supervision of the FAO Representative, the incumbent will perform the tasks described below.

Technical Focus

The National Stakeholder Engagement Consultant works closely with the National Project Director (NPD) and National Project Coordinator (NPC) and other project international and national consultants in the FAO/DoE Project Office to ensure meaningful participation of various entities with the NDA Office, a wide range of Government officials and other stakeholders including but not limited to academia, CSO, the private sector and international partners in climate change strategy and programme development and I.R. Iran’s engagement with the GCF. Responsible for achieving the following project deliverables (i) Stakeholder engagement framework; (ii) Trainings on stakeholder engagement and (iii) Ensuring meaningful stakeholder engagement in all project activities, s/he will undertake the following duties and responsibilities\:

Tasks and responsibilities
  • Familiarize with the policy, legislative and institutional framework for climate change including Government commitments for related global frameworks;
  • In collaboration with FAO project officer, other project consultants and NDA Office, lead data/information collection and analysis of broader policy, legislation and institutional framework for stakeholder engagement in climate change policies and actions in Iran;
  • Based on the stakeholder mapping results, develop a comprehensive framework and guideline on how different stakeholders can engage in CC related policies, programmes and GCF engagement, ensuring alignment with governance system and cultural values;
  • Develop and deliver trainings for the implementation of the stakeholder engagement framework for NDA office and other relevant Government agencies and stakeholders;
  • Contribute to the development of methodologies and support other project International/National consultants to ensure stakeholder consultations and engagement in all project activities and deliverables such as in (i) conducting climate change capacity gaps assessment, (ii) TOR and work plans for NCCFC and NDA; (iii) Guidelines for reviewing GCF project ideas/concept notes/proposals; (iv) GCF Country Programme and (v) Strategic investment criteria and priorities for climate change adaptation and mitigation in Iran.
  • Contribute to the NDA/DoE stakeholder engagement framework for CC.;
  • In line with National laws and regulations, contribute to the project gender mainstreaming strategy, required guidelines for its implementation by NDA and associated trainings;
  • Perform any other tasks as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in social and political sciences, rural and institutional development, or a related field.
  • At least 3 years of experience in stakeholder analysis, engagement and capacity building;
  • National of the Islamic Republic of Iran.
  • Proven communications skills and fluent in English and Persian.

Technical/Functional Skills

  • Knowledge and familiarity with institutional, policy and regulatory frameworks on stakeholder engagement in Iran
  • Knowledge of climate change issues in Iran
  • Knowledge and familiarity with the GCF policy, institutional and regulatory frameworks is an advantage.
  • Ability to interact tactfully and effectively with multiple institutional actors from diverse sectors and at diverse levels, to communicate messages and to promote dialogue
  • Experience in institutional and individual capacity development, design and delivery of trainings
  • Proven capacity to conduct divers stakeholder consultations and ability to work in teams and establish working relationships with central and local government institutions.
  • Good command of computer skills (MS Word, Excel, Power point, Internet)
  • Practical experience in developing and implementing multi-stakeholder engagement frameworks and programmes/projects.
  • Excellent knowledge of organizational structure, roles and responsibilities of various national entities (governmental and non-governmental) engaged in climate change and environment affairs in Iran.
  • Very good knowledge of NDA/DoE.
  • Experience in developing partnerships between ministries, organizations, the public and private stakeholders.
