Background

The crisis in the Southwest and Northwest regions started in 2016 with barristers and teachers strike claiming common law system implementation and improvement of work conditions. From these social claims, the context shifted to political rights claims witch revamps previous and consistent claims of territorial autonomy and separation. The humanitarian situation in the two regions keeps worsening with more than 550 000 IDP to date and increasing number of causalities on the military side, non-state actors and civilian end as well. Many schools have been burnt down leading schools in most of the regions to close and the whole education system has collapsed. Along the crisis, violence has seriously increased with the kidnapping of civilians, destruction of public infrastructures, attacks against security forces and exactions against civilians. Massive human rights violations and violations of IHL have been recorded and population is living under permanent threat from non-state actors and Cameroonian security forces. The crisis that affected the North West and South West regions has damaged public infrastructures, broken social cohesion and slowed down economic development.

 

With the aim to resolve the crisis, the President of the Republic called for a Major National Dialogue, that brought together more than 600 participants from all 10 regions of the country. Third quarter of participants to the Dialogue came from the NWSW regions. The Head of State instructed the Prime Minister, Head of the Government to preside over the Major National Dialogue. Among other recommendations, the Major National Dialogue recommended the reconstruction of North-West and South-West regions.

 

The Government of Cameroon and UNDP collaborated to the formulation of the Presidential Plan for Reconstruction and Development (PPRD) of the North-West and South-West regions. The PPRD is a component of the National Development Plan 2020-2030 (post DSCE), aiming at reducing the effects of the socio-political and security crisis for the affected communities in the NW/SW regions. The PPRD feeds into the government efforts to resolve the current crisis. This initiative is complementary to other key reforms such as the establishment of a Special Status for the NW/SW regions.

 

Under the general supervision of the Project Manager of the PPRD, the direct supervision as specified in the Position information details above, the driver is responsible for providing reliable and safe driving services for the UNDP Office, while with the utmost discretion, integrity and sense of responsibility, good knowledge of protocol principles and security issues. The Driver must also demonstrate a client-centered approach, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

 

 

Duties and Responsibilities

  • Drive the official vehicle assigned to him, collect and distribute mail, documents and other items to local authorities, NGOs and banks, ensure the reception of official visitors (Consultants and Experts on mission) at the airport, facilitate immigration and customs formalities if necessary and ensure their travel within the framework of their missions;
  • Be responsible for the daily maintenance of the vehicle in his/her charge, check the oil, water, battery, brakes, tires, etc ...; Make minor repairs in case of breakdown, take all the provisions for major repairs and ensure that the vehicle entrusted is kept clean;
  • Record the official trips, daily mileage, fuel consumption, oil checks, greasing, etc., in the Log-Book and maintain the vehicle's technical data sheet (dates of technical visit and renewal of insurance); guaranteeing the presence of the kit of first necessity and spare parts in the vehicle;
  • Ensure cost reductions through proper vehicle use through maintenance, daily logbook maintenance and other useful arrangements;
  • Provide logistical support for the organization of seminars / workshops related to office activities
  • Ensure that all the formalities required by the regulations are accomplished in the event of an accident;
  • Ensure field missions outside the city;
  • Serve as an administrative and logistical assistant in support of sub-office activities;
  • Perform any other related duties that do not exceed the abilities and skills assigned by the Project Manager of the PPRD.

Required Skills and Experience

 

 

Education:

  • At least a First Secondary diploma (GCO or equivalent/BEPC/CAP)
  • A diploma / certificate in automobile mechanics would be a considerable asset;
  • At least a Driving license B is required.

Experience:

  • At least 5 years of relevant experience as a Driver,
  • Experience in a similar position would be an asset,
  • Knowledge of the rules of good behavior and aptitude for minor repairs will be an asset
  • Work experience in the Southwest and Northwest regions is mandatory for Buea and Bamenda Drivers
  • Good knowledge of the Southwest and Northwest regions will be a strong asset for Buea and Bamenda Drivers
  • Work Experience with an International NGO, International Organism and/or the United Nations System is an asset

Language Requirements:

  • Excellent oral and written mastery of the French language and working knowledge of English;
  • Good knowledge of some local languages, (Pidjin, etc..).
