Background

Purpose

The purpose of the position is to manage and develop an emerging joint portfolio of the United Nations Development Programme (UNDP) and United Nations Population Fund (UNFPA) in Serbia on depopulation and development issues.

Objective

To ensure results oriented, effective, efficient and accountable implementation of the portfolio activities and achievement of results.

Background Information

In consultation with the Government of Serbia, UNDP and UNFPA are leading the efforts to provide a set of high-level recommendations that will support the Government of Serbia (GoS) to tackle the depopulation challenge. To prepare the grounds for this intervention, UNDP and UNFPA have started a series of exploratory activities, as well as deploying a design studio mission on the Serbia depopulation challenge. The studio process relied on expertise from seasoned professionals, each bringing a unique angle to the larger set of issues, working together in a deeply collaborative and creative endeavour. UNDP’s Accelerator Lab has been working on a series of experiments around the broad issue of depopulation (including the use of alternative data sources, engagement with diaspora, an exploration of digital nomads in Serbia, understanding of family dynamics and gender roles, and a new understanding of ageing), which will further feed portfolio development. UNFPA has been working on advocacy and strengthening institutional capacity for the formulation and implementation of rights-based policies that integrate evidence on emerging population issues, including migration, ageing, fertility trends, family friendly environment and gender equality and their links to sustainable development.

The Portfolio Manager will lead on shaping a coherent portfolio with partners, creating a menu of interventions for the GoS to tackle this multidimensional issue, as well as developing a funding strategy for the portfolio. It also envisaged for Portfolio Manager to lead in the planning and management of the future joint UNDP and UNFPA’s program in relation to population dynamics in Serbia by providing support to ongoing data collection processes, secondary data analysis, guiding relevant stakeholders through development, review and implementation of population policies and related activities.
