Title: National Consultant: Child Protection (Prevention of Child Marriage)
Duty Station: Bappeda Bone Office with travels to other cities/ districts as required

Duration: September – December 2020 (4 months) 
 
Background:
The issue of child marriage has been prominently featured through the new Sustainable Development Goals (SDGs) which has placed gender equality and empowerment of women and girls front and center. Target 5.3 aims to end harmful practices against girls and women, including child marriage.  The primary goal of UNICEF Indonesia’s child marriage program is to support the government to achieve Sustainable Development Goal 1, 4, 5 & 16, all critical to ending child marriage. UNICEF Indonesia’s key initiatives aim to ensure girls have access to education and to address gender and social norms that lead to child marriage. Additionally, UNICEF’s poverty reduction interventions contribute to increasing enrolment and retention of girls in education and reducing child marriage, which could be compounded by the Covid-19 pandemic
                                                            
UNICEF Indonesia is supporting a multi-sectoral program which aims to increase knowledge and skills of girls in areas related to menstrual hygiene management, reproductive health, child marriage, and life skills/empowerment as well as improving the enabling environment that perpetuates child marriage by working with schools and religious and community leaders. There will be four entry points to for adolescent girls: religious & community leaders, women’s prayer groups, teachers and adolescents themselves. Communication strategies and materials for community engagement has been developed for each of these target groups.
Under the supervision of the Child Protection Specialist, Makassar, and with a dotted reporting line to the WASH Specialist, the Adolescent Specialist and the Child Protection Specialist, Jakarta for technical issues, the consultant will provide professional technical, operational and administrative assistance throughout the programming process for child marriage, adolescents and MHM through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical program information while learning organizational rules, regulations and procedures to support the development and formulation of the multi-sectoral programme. In addition to the child protection, adolescents and WASH integrated program, the officer will also be the first point of contact and liaison, for UNICEF Makassar FO and various Government agencies at Provincial and District level in relation to UNICEF programs. 

Work Assignments:
1. Manage and follow up all day-to-day technical support for partners in the field;
2. Manage coordination of government partners;
3. Manage coordination between implementing partner and institutional consultant.
4. Ensure good coordination, collaboration and information sharing with colleagues/partners in charge of the Inclusive Education programme and the Out-of-School programme to ensure complementary support and synergy building
5. Provide support to staff during field visits and meetings and regular (weekly) updates;
6. Provide technical and operational support and advice to partners on project implementation;
7. Provide technical capacity development to the government and implementing partner, ensuring the transfer of skills to government for coordination of the programme;
8. Monitor and report on project implementation and provide timely inputs to donor reports;
9. Support the preparation for the end-line study;
10. Ensure thorough documentation of model development and capture lessons learned for knowledge development.
11. Ensure clear replication and scale up plans are available
 
To qualify as an advocate for every child you will have…
• Bachelor’s degree (Master’s degree preferred) and relevant professional experience in Economics, Social Sciences, Human Rights, or other related fields is acceptable
• At least 5 years of progressive experience in the field of child rights, child protection (child marriage, life skills, adolescent empowerment, or menstrual hygiene management a plus)
• Previous experience working within South Sulawesi context considered as an asset
• A solid understanding of UNICEF’s core areas of work is required. Experience with UNICEF country and/or regional office work is highly valued and will be considered an asset
• Demonstrated project management experience
• Ability to work independently and with a variety of stakeholders
• Ability to provide guidance and training to enhance capacity of government staff
• Strong quantitative and qualitative research skills
• Strong analytical and writing skills in English
• Fluency in English, Bahasa Indonesia
