In conformity with the Roadmap[1] goals 2 and 3, the Countering Illicit Arms Trafficking (CIAT) project aims at strengthening the capacities of BIH Border Police and other 14 police agencies to better detect and process the cases of illicit arms trafficking. Through provision of internal and external expertise, review of applicable procedures and procurement of specialized equipment, the targeted institutions will be equipped and trained to combat illicit arms trafficking across BiH, in border areas but elsewhere as well.

This key project objective will be achieved through continuous specialized training on border checks for all types of cross-border traffic, establishment of efficient border surveillance as a quality filter for all types of cross-border crime, implementation of specialized trainings for the police agencies, as well as contribution to the implementation of specific national Small Arms Light Weapons (SALW) Strategy and the Action Plan. The positive experience with the Border Police in terms of development of standard operating procedures on processing of SALW-related crimes as well as rollout of respective training will now be replicated to other 14 police agencies providing for a synchronized country-wide approach to processing these crimes. This will be accompanied by provision of and comprehensive training on the usage of sophisticated detection equipment for all police agencies.

Moreover, inter-agency cooperation will be enhanced at national and regional level through information exchange among the Ministry of Security and police agencies through the development of a national database for SALW transport licenses – owned by the Ministry of Security – which will grant access to police agencies on need-to-know basis, in line with their scope of responsibility.

Overall objective of the assignment is divided in two, mutually correlated phases:

  • Phase 1 - to develop Terms of Reference (ToR) for development of the WEB based software system built on the new SALW licenses database, and
  • Phase 2 - to monitor and coordinate complete process of design, development and implementation of the WEB based software system built on the new SALW licenses database, in accordance with the developed ToR.

Upon completion of Phase 1 and prior to Phase 2, United Nations Development Programme in Bosnia and Herzegovina (UNDP BiH) will conduct hiring process to select the best company/contractor to develop and implement Database for SALW transport licenses to suit the needs and purposes of MoS BiH.

New Database will strengthen supervision capacities of legal trade, data collection, analysis and exchange of information among the institutions involved in the process of supervision of legal trade of SALW, associated ammunition and dual-purpose goods.

With development of the Database for SALW transport licenses in BiH, relevant government institutions shall be equipped with appropriate WEB based software application for initial population and maintenace of the SALW transport license database including powerfull reporting tool. The web-based access to the all necessary information form the Database will be given to all police agencies on need-to-know basis, given their role in securing safe transport of legal SALW through the areas under their jurisdiction. The Ministry of Security shall hold the ownership over the Database and developed software solution which shall significantly improve their reporting to national and international partners.

The assignment will encompass the following:

Drafting of ToR for development of the Database and software solution for SALW transport licenses in accordance with the “Law on Control of the Movement of Weapons and Military Equipment”.

This activity consists of the following sub-activities:

Analysis of the legislation:

  • Law on Control of the Movement of Weapons and Military Equipment (Official Gazette of Bosnia and Herzegovina, no. 53/09 and 22/16);
  • Rulebook on the Manner and Procedure of Processing Requests for Issuing a Permit for Arms Movement, as well as the Scope of Verification of Requests (Official Gazette of Bosnia and Herzegovina, no. 95/16);
  • Instruction on Special Security Measures for the Movement of Weapons and Military Equipment (Official Gazette of Bosnia and Herzegovina, no. 95/16);
  • Rulebook on the manner and procedure of processing requests for the transit approval of military and special purpose goods (Official Gazette of Bosnia and Herzegovina, no: 16/18);
  • Bylaws passed on the basis of the Law on Control of the Movement of Weapons and Military Equipment.
  • Other related laws and bylaws.

Analysis of the existing software system related to SALW transport licenses and business process: existing database, data integrity, quality and usability of data, required network infrastructure, network security solutions, links between remote locations, bandwidth analysis (internal and external network.

Collection and analysis of the end users’ requirements (end users are defined by the Law on Control of the Movement of Weapons and Military Equipment), and coordination with end users on ToR development along with necessary harmonization.

ToR development of the Database for SALW transport licenses in accordance to conducted analysis of legislation, existing software solutions related to SALW transport licenses and end users’ requirements (sub-activities 1.1, 1.2, and 1.3). ToR should be prepared bi-lingually (in English language and in one of the official languages of Bosnia and Herzegovina).

Monitoring and coordination of/with selected company/contractor during the complete process of design, development and implementation of the Database for SALW transport licenses, in accordance with the developed ToR.

This activity also shall include the following:

1. Coordination between end users' and selected company/contractor during the Database development, web-application development and Reporting system development on all matters regarding functionality of the system and additional requests from the end user etc.

2. Planning, coordination and monitoring of the system testing process in collaboration with end users and selected company/contractor.

3. Planning, coordination and monitoring of the end users training on the system usage in collaboration with selected company/contractor.

4. Supervision of the operational start of the Database for SALW transport licenses.

Duties and Responsibilities

Under this assignment, the Consultant will be responsible for delivering the following, within a given timeframe of up to 60 working days, development of the data base which is expected not to exceed 12 months:

To analyze the following legislation:

  • Law on Control of the Movement of Weapons and Military Equipment (Official Gazette of Bosnia and Herzegovina, no. 53/09 and 22/16);
  • Rulebook on the Manner and Procedure of Processing Requests for Issuing a Permit for Arms Movement, as well as the Scope of Verification of Requests (Official Gazette of Bosnia and Herzegovina, no. 95/16);
  • Instruction on Special Security Measures for the Movement of Weapons and Military Equipment (Official Gazette of Bosnia and Herzegovina, no. 95/16);
  • Rulebook on the manner and procedure of processing requests for the transit approval of military and special purpose goods (Official Gazette of Bosnia and Herzegovina, no: 16/18);
  • Bylaws passed on the basis of the Law on Control of the Movement of Weapons and Military Equipment.

For the purpose of data collection and grasping the knowledge of the processes and Database needs, it is intended for the incumbent to spend up to 10 days of work with MoS team at their premises prior to ToR development for the company within Activity 1 (Sub-activities 1.2 and 1.3).

- In cooperation with the MoS team which encompasses the MoS IT department and the MoS Sector for general and border protection and other related agencies, analyze the existing software system related to SALW transport licenses and provide related recommendations;

- In cooperation with the MoS IT staff, analyze the MoS database related to SALW transport licenses and provide related recommendations;

- In cooperation with the MoS IT staff, analyze data integrity of the MoS database related to SALW transport licenses and provide related recommendations;

- In cooperation with end users and MoS team collect and analyze end users requirements and prepare the ToR for the development of the Database for SALW transport licenses and accompanying software solution for the control of the movement of weapons and military equipment in accordance with the “Law on Control of the Movement of Weapons and Military Equipment”;

-Presentation of the ToR to end users;

- Prepare a Final Report incorporating all of the above recommendations and analyses for the UNDP for final approval and release of final tranche of funds;

- In cooperation with MoS team and end users monitoring and coordination of the implementation of the design, development and testing of the Database for SALW transport licenses and software solution for the control of the movement of weapons and military equipment in accordance with the Law;

- In cooperation with MoS team, end users and selected company, planning, coordination and monitoring the training of the system end users.

- Supervising the implementation and start of work of the Database for SALW transport licenses and software solution for the control of the movement of weapons and military equipment.

- Reporting upon the completed tasks/sub-activities. Reporting to MoS team after finished each activity/sub-activity.

Required Skills and Experience

Academic Qualifications/Education:

  • Advanced university degree in the area of Electrical Engineering, Computer Science, Information Systems or Software Engineering;

Experience:

  • At least 10 years of relevant work experience in IT system and web-based Information system creation or computer networks;
  • Relevant professional experience in managing public reform projects with same or greater level of complexity with different administrative levels in BiH during past five years.
  • Proven knowledge and experience in DBMS;
  • Proven professional experience in the field of information technology, communications systems and computer networks;
  • Previous professional experience in managing interventions in the field of information technology, communications systems and computer systems, as well as in management and computer networks;
  • Previous experience in project and team management is considered an asset;
  • Previous experience in partnering and interaction with governmental institutions (law enforcement agencies/police agencies) and international organizations is considered an asset.

Languages Requirements:

Fluency in English and official languages of BIH, with excellent drafting and presentation skills.
