ORGANIZATIONAL CONTEXT 

Assets (including light and armoured vehicles, generators and pre-fabs) are essential to deliver WFP mandate to serve our beneficiaries. And WFP Management Service Division (MSD), in particular the Asset Management Unit (AMU), is taking great strides on its new approach to responsible asset management through improved tracking, accounting, policy and guidance.  

In order for WFP offices to make informed choices on Asset Management they must have reliable and timely data upon which to make their decisions. Some proofs of concept have already been produced but should be enhanced. Therefore, AMU has decided to invest on Data driven decision making (DDDM) and is currently seeking a Business Intelligence (BI) Consultant with experience in turning data into knowledge using predictive and analytics solutions. The incumbent will design a suite of dashboards that answers business needs from all stakeholders in a lean and effective manner.  

This position is suited for a good team player who can work independently, is impeccably organized, with strong data analysis skills.  

 

JOB PURPOSE 

Under the direct supervision of the Business Intelligence Stream Manager, the consultant will be working with cross-functional team to define and document business requirements for data analysis and reporting. The incumbent will also be required to come up with reporting solutions designed to present data in ways that help relevant stakeholders make better decisions at both an operational and strategic level. The BI specialist also ensures the implementation of the reporting using WFP corporate tools, i.e. Tableau 

This position is based in Rome.  

ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive): 

 

Design Phase: 

  1. Analyze and verify existing data-collecting and analytics systems 
  2. Analyze data, research data sources and make any corrections to existing data as needed to ensure accuracy  
  3. Implement data analysis methodologies defining, together with the team, measurable goals and KPIs 
  4. Identify, examine, and processes raw data, trends, analysis, and assessments to aggregate disparate information  
  5. Ensure that relevant teams and individuals are consulted and involved in decision making at key points and that all decisions made are clearly documented and communicated 

 

 

Implementation phase: 

  1. Agile development of new visualizations that support large data sets and analytics methodologies 
  2. Enhanced data analysis and delivery of a series of Tableau business intelligence dashboards and reports for different audiences (i.e. Asset Focal points, HQ AM mgmt., RB/CO mgmt., Admin/TEC/FIN/SC officers) informing them on dimensions identified as relevant for them (i.e. data quality, status of Assets, potential disposal, PCAR progresses) with pertinent KPIs.  
  3. Test, implement and document new visualizations  
  4. Perform data profiling to identify and understand anomalies 
  5. Support the design of automated user access/authorization process (SSO)  

 

Support phase:  

 

  1. Maintain databases  
  2. Answer any questions users might have regarding the system 
  3. Ensure that accurate and secure methods to extract data are used  
  4. Provide quality assurance of imported data, working with relevant stakeholders 
  5. Train peers and relevant stakeholders on delivered analytical tools and dashboards to ensure knowledge handover; assist with production of training material  
  6. Report progress and issues to all relevant stakeholders 
  7. Any other duties as required 

 

DELIVERABLES AT THE END OF THE CONTRACT: 

  1. New operational requirements are defined and business rules and logic for new KPIs and changes to the existing data are documented (releasing notes detailing fixes, enhancements, new functionalities each time a new version of a dashboard is released) 
  2. Current platform requirements are tailored to meet business needs. 
  3. Capacity building through training of the AM team. 

QUALIFICATIONS & EXPERIENCE REQUIRED: 

Education: 

  • Master degree in Computer Science or related field. Equivalent combination of experience, education and training will be considered.  

Experience: 

  • Minimum of two years of experience in a business intelligence role and/or using data visualization techniques to present information.   

Knowledge & Skills: 

  • Strong analytical, conceptual and problem-solving abilities 
  • Proven experience handling complex data analysis  
  • Proven experience using BI tools (like Tableau and Microsoft BI Power) and data processing frameworks to generate reports, and produce analytics, dashboards and other Bl solutions  
  • Experience working with multiple data sources 
  • Excellent interpersonal (verbal and written) communication skills  
  • Experience working with teams and team processes 

Languages: 

  • Fluency in English (proficiency/level C) is required (written, spoken, and oral comprehension)
