Background

Migration is a fundamental component of women’s economic empowerment in Asia and the Pacific. When migration and workplaces are safe and free of discrimination, and when women have equality of access and opportunity in the labour market, migration provides an important pathway to gain skills, work experience and social empowerment. UN Women Regional Office for Asia and the Pacific (ROAP) through its Migration and Women’s Economic Empowerment (WEE) programmes works to protect and promote the rights of migrant women in the region to safe migration, decent work, and increased economic empowerment opportunities that enable them to realise their potential to sustainable development.

In partnership with the International Organization for Migration (IOM), UN Women is now implementing the 4-year Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Lao People’s Democratic Republic, Myanmar and Thailand (PROMISE) project. The project’s overall goal is that migrants, especially women, from CLM have improved opportunities and conditions, particularly in Thailand, through enhanced skills and protection, leading to poverty reduction in communities of origin. Under the project, UN Women will strengthen its promotion of inclusive growth and gender inclusion in skills development training that is responsive to the needs of women migrant workers from CLM, including ensuring stakeholders, mainly private sector are engaged; and that gender components are integrated all of the project activities.

In light of the ongoing COVID-19 pandemic, UN Women ROAP has been working on aligning its migration and women's economic empowerment programmes and preparing for future programme development in response to the emerging needs of migrant women in the region affected by the impact of the epidemic. To support the work in the areas mentioned above, the Migration unit is currently seeking an individual junior consultant.

I.Objectives of Consultancy

To provide support to the implementation of the PROMISE project, particularly its contribution to increase engagement of private sector stakeholder; to support to the implementation of the programme’s M&E framework; and lastly to synergise the strengths of both Migration and WEE programmes to enhance the beneficial effect on programme development in the future.

 

Duties and Responsibilities

Under the guidance and supervision of the Regional Programme Manager, Women’s Economic Empowerment (WEE) and Programme Specialist – Migration and in collaboration with regional team members, and implementation partners.  Specific deliverables include the following:

 

  1. Programme Implementation Support to the PROMISE project:
  • Specifically assist in the development of technical tools and the implementation of project activities involving private sector stakeholders to promote gender equality and women’s economic empowerment;

 

  1. Monitoring, Evaluation and Reporting of the Migration programme:
  • Track project performance against key indicators contained in project documents, and the UN Women Strategic Note/Annual Work Plan;
  • Prepare quality reports, e.g. monthly, quarterly and annual reports on time;
  • Update as necessary M&E plans and tools, participate and contribute to the development of updates to the M&E Framework of the Programme.

 

  1. Technical support on synchronization between the Migration Unit and the Women’s Economic Empowerment
  • Identify potential opportunities and risks in aligning the work of the two programmes;
  • Provide supports for country offices on planning and implementation programmes working in the two thematic areas as required;
  • Attend and facilitate meetings/events relevant to migration and WEE as required.

Contract period and work location

The period of this consultancy is from 20 July to 15 December 2020. The Consultant will be based at UN Women Regional Office for Asia and the Pacific in Bangkok, Thailand. The Consultant may be expected to travel on mission to project countries (Cambodia, Lao PDR, Myanmar). Travel costs and Daily Subsistence Allowance (DSA) will be provided by UN Women if and when needed in line with UN standard rates applied at that time.

 

Payment

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

I.Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

 

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. The total number of points allocated for the technical qualification component is 100.  Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

 

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Required Skills and Experience

  • A Master’s degree in gender studies, international development, social sciences and/or any relevant field;
  • At least 1 year of professional experience in areas related to migration and women’s economic empowerment. Experience in Southeast Asia is desired;
  • Demonstrated knowledge in results-based planning, monitoring, reporting and/or evaluation;
  • Experience working in UN Women or other UN agencies is preferred;
  • Fluency in English, with knowledge of some Asian languages would be an asset;
  • Highly motivated with a positive attitude and partnership-oriented approach;
  • Computer skills (i.e Word, Excel, PowerPoint, Social Media and others).?
