Introduction

“Mainstreaming Employment into Trade and Investment in the Southern Neighbourhood” of the EU is a four-year regional project implemented by the International Labour Organization (ILO) and financed by the European Union (EU). The overall objective of the project is to enable policy makers in the MENA region to incorporate employment issues into trade and investment policies, and design and implement interventions that ultimately optimise the quantity and quality of employment created in the region. It will also facilitate the operationalisation of the third pillar of the EU’s External Investment Plan (i.e., promoting a conducive investment climate) through policy dialogue. The target groups are government officials from ministries responsible for trade and investment, labour, economic affairs, planning and other relevant line ministries; staff in national statistical agencies; representatives from trade unions and employers’ organizations; private sector representatives; technical specialists from national and regional Institutions and development practitioners. The final beneficiaries are workers (especially women and youth) and employers (from SMEs, in particular) in the tradable sectors of the partner countries.


The four outcome areas of the project will focus respectively on: (i) synthesizing existing evidence and generating new knowledge on what does and does not work with regard to creating employment through trade and investment policies in the southern neighbourhood; (ii) building a comprehensive and common understanding among policy actors of the employment effects of trade and investment policies to allow informed policy dialogue and coherent decision-making; (iii) demonstrating the ILO’s TRAVERA (Trade and Value Chains in Employment-Rich Activities) approach to key stakeholders in selected partner countries; and (iv) providing assessments of the potential trade and employment impact of relevant public investments in the infrastructure sector in selected partner countries and developing recommendations through public-private dialogue.


The Trade and Employment Technical Officer will be responsible for the overall financial management of, and reporting on, the project and provide technical support to the project countries in the Middle East, involving participating in missions to the region, backstopping country studies and providing inputs into regional knowledge-sharing workshops and regional training based on these studies.

 

Reporting lines
The Trade and Employment Technical Officer will report to the Team Leader, Structural Transformation, Trade and Sectoral Strategies Team. The incumbent will liaise closely with the Senior Trade and Employment Officer in Cairo to ensure the effective joint implementation of the project.

Description of Duties
  1. Under the guidance of the responsible supervisor and the Senior Trade and Employment Officer in Cairo, execute the implementation of the project by providing technical inputs, planning, monitoring and evaluation of project activities.  Ensure conformity with ILO policies and project strategies, ILO programming guidelines and country/action programs, and Office procedures and practices. Take responsibility for the overall project financial management and reporting to implement the planned activities in a timely and efficient manner.
  2. Provide technical advice and support to project staff and national partners in the design, implementation, monitoring and evaluation of the project activities, in coordination with the ILO Field Offices and HQ. in particular, provide backstopping support for country studies for the project countries in the Middle East, and provide inputs into regional knowledge-sharing workshops and regional training based on these studies.
  3. Conduct research and integrate technical inputs for regional and country analyses, reports and publications related to the project, and prepare discussion notes.
  4. Develop training materials and conduct seminars and workshops.
  5. Under the guidance of the responsible supervisor and the Senior Trade and Employment Officer in Cairo, maintain close liaison with governments, workers' and employers' organizations, and UN/non-governmental organizations, to discuss matters and follow up on a broad range of country programmes and projects. Maintain working contacts and collaboration with multi-lateral and bilateral donor agencies and draft proposals for funding.
  6. Co-ordinate, promote linkages and share best practices and lessons learnt with other relevant ILO projects/programs, ILO units and external stakeholders.
  7. Promote ILO policies regarding the project/program, other fundamental rights at work and the relevant International Labour Standards through coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity.
  8. Undertake missions in relation to project implementation, more specifically participate in missions to the project countries in the Middle East, including scoping missions to 3 countries within the six-month inception phase and missions for the project launch and the final seminar.
  9. Provide guidance and supervision for consultants/external collaborators, jointly with the project’s Senior Trade and Employment Officer.
  10. Provide timely reporting to supervisors on the progress of all aspects of the project, including expenditures, the delivery of publications, and the development and implementation of training and workshops.
Required qualifications
Education

Advanced university degree in economics, social science, international studies or other relevant field, with specialization in international trade, economic development or labour economics preferred.

Experience

At least five years of professional experience in the management and implementation of technical cooperation projects including three years at the international level.

Languages

Excellent command of English and good knowledge of French, Arabic a plus.

Competencies
  • Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization.
  • Ability to conceptualise, design research techniques, and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field.
  • Ability to formulate new concepts and methodologies.
  • Ability to draft reports and prepare guidelines relating to programme development and implementation.
  • Ability to provide technical support to senior specialists, carrying out research, project formulation and implementation.
  • Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda.
  • Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques.
  • Good computer skills.
  • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
  • Good knowledge of the role and operations of UN system activities for development.
  • Ability to negotiate persuasively with donor representatives.

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
