HR Technical Officer – Learning and Development (National Position)

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The role of the HR Technical Officer – Learning and Development is to support the effective implementation of the NRC SRO training and development plan and facilitate related face to face/ remote training activities across all SRO locations. The Training technical officer reports to the HR Coordinator. 

Duties and responsibilities

Generic responsibilities

1. Ensures compliance with NRC policies and procedures, handbooks, and guidelines.
2. Ensure compliance with HR tools, handbooks, guidelines, and standards.
3. Monitors the progress of the team activities and ensures they are implemented according to NRC standards and guidelines.
4. Implement complex systems and procedures in line with NRC policies, SOP's, and handbooks.
5. Assess, promote and document ideas for technical improvement and further staff development options
6. Provides technical analysis and feedback over-identified training needs, training activities, trends, and patterns.

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

1. Maintains responsibility for overall planning and conducting of NRC training in SRO and field offices remotely
2. Responsible for analyzing the work and development plans for NRC SRO staff and developing the NRC SRO training needs assessment.
3. Responsible for exploring learning and development options (online opportunities, presential training, and training consultants) to meet the training needs for SRO.
4. Follow up on the SRO training plan and monitor the indicators regularly
5. Responsible for following up with HR field teams on the mandatory training for all SRO staff and proper tracking of training needs versus delivered training
6. Plans and coordinates new training initiatives for Country office and Area offices including mandatory training (NRC Way induction, Code of Conduct, Performance Management, etc).
7. Conducts remote training to field offices when required.
8. Plan for other staff development initiatives as agreed by the CMG
9. Participates in induction for new staff as needed
10. Develops new training and materials on different subjects
11. Promote NRC values and safe working environment same as protection from sexual exploitation/abuse of beneficiaries

Qualifications
1. Minimum 3 years of experience working as a Trainer/Training Facilitator within an organization (private corporation and/or International NGO).
2. Prior proven experience in any Learning and/or Staff Development initiative.
3. Technical specific knowledge from the humanitarian sector
4. Previous experience working in complex and volatile contexts
5. Documented technical competencies related to the position’s responsibilities
6. Fluency in English and Arabic, both written and verbal
7. Qualification requirement; Bachelor Degree
8. Ability to facilitate meetings and training
9. Relevant courses in training and capacity building (preferable)
10. Advanced training and facilitation skills; strong presentation skills
11. Demonstrated experience in developing training materials and conducting training
12. Knowledge about own leadership skills/profile
13. Excellent skills in MS office (MS Excel, Word, Powerpoint, database and network communication), knowledge of any other software which can be used for creating of training materials (preferable)
14. Strong communication and interpersonal skills
