NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, Libya and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, WASH, Livelihoods and Food Security, and Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.  

The Syrian Crisis is well into its ninth year, but the level and intensity of the conflict in the country remains high. Humanitarian and protection needs inside Syria are overwhelmingly resultant of the effects of the ongoing conflict in a complex emergency situation, in which displacement remains prevalent. According to the UNOCHA, 13.5 million people are in need of humanitarian assistance inside of Syria and millions have been forced to flee. Approximately 6.5 million people are IDPs - over one third of the total population, including those forced to leave the country, and more than 40% of the current population living inside the country. 

Duties and responsibilities
  • Generic responsibilities 

  • Contribute to the development of policies and strategies related to WASH. 

  • Contribute to development of Programme Policy and related governing documents to reflect new needs and emerging humanitarian trends.

  • Contribute to the technical development of the WASH core competency.

  • Contribute to strategic prioritizing within WASH to ensure global positioning.
  • Contribute to the adaptation of NRC’s WASH programme approaches through innovation and development, in close cooperation with the field.

  • Responsible for the provision of support and capacity building along the technical reporting lines (to ROs and COs) within the WASH core competency.

  • Contribute to the identification and utilization of programmatic synergies between WASH and the other core competencies as well as the development areas through the integrated programme approach. 

  • Contribute to the development of tools and methodologies to better integrate cross-cutting issues and prioritised development areas into WASH programmes.

  • Monitoring and Evaluation.
  • Contribute to the identification, prioritization, development and documentation of advocacy issues related to WASH.
  • Support global WASH activities in NRC by working with the Global WASH Manager on activities as identified.          
Qualifications
  • Minimum 5 years working in humanitarian response as a WASH Specialist or Manager.
  • Experience from working in complex and volatile contexts.
  • Previous experience in the Middle East region.
  • Documented/proven results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile 

Context/ Specific skills, knowledge and experience: 

  • Previous experience in emergency coordination
  • Previous experience with response to epidemics desirable
  • Knowledge of Remote Management Approaches
  • Knowledge of behaviour change approaches and community engagement – a focus on public health
  • Fluency in Arabic, both written and verbal is desirable

Additional Information

- Contract period: 6 months 
- Salary/benefits: According to NRC’s salary scale and terms and conditions
- Duty station: Amman, Jordan, 30% travel across the region.
