Org. Setting and Reporting

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level,including all spheres of government, civil society and the private sector.
The Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.
The Urban Practices Branch (UPB) is the tools and methodology production centre of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices.
The Urban Basic Service Section is responsible for increasing equitable access to urban basic services and improve the standard of living of the urban poor focusing on Water and Sanitation; Mobility and Transport; Energy; and Waste Management and the application of people focused frontier technologies.
This post is located at the Global Water Operators Partnerships Alliance (GWOPA) in the Urban Basic Services Section of the Urban Practices Branch with the Global Solutions Division at the GWOPA Secretariat in Bonn.
Within delegated authority, the Programme Management Officer will be responsible for the following duties:

Responsibilities

• Develops, implements and evaluates assigned programmes/projects, UN-Habitat by providing expertise, especially in the focus areas related to water and sanitation.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, providing technical and management support in water utility analysis, needs assessment and other activities.
• Develops and implements Water Operators Partnerships (WOPs) benefiting from Development Agencies.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates financial strategy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies related to the financing of utilities and WOPS.
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Ensures effective and efficient execution of WOPs programmes by providing appropriate technical support to projects through project design, field visits, monitoring and evaluation and coordination activities.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, and partner organisations.
• Liaises with the Development Agencies to facilitate North-South South-South and Triangular WOPs. Assisting in identifying potential partners when necessary, in developing WOPs agreements and in monitoring and evaluating the resulting WOPs.
• Liaises with regional development banks and other international financial institutions to maximize their support for WOPs through GWOPA Secretariat.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other related duties as required.

Education**

Advanced university degree (Master's degree or equivalent) in water engineering/environment/ economics/resource management/geography/urban planning or a relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of work experience in the fields of water and sanitation management, environmental management, capacity development, or a related field is required.
Experience in poverty issues and international development is desirable.
Work experience in aligning a strategic plan, undertaking change management and building a vibrant programme responding to the needs for improved water supply and sanitation in urban areas is desirble.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
