Libya Stakeholder Mapping and Political Economy Analysis

IRC Libya is seeking a Consultant to conduct a stakeholder mapping and analysis for local civil society, government, and other relevant actors within Libya. The stakeholder mapping and analysis is meant to build IRC Libya’s understanding of potential partners within Libya to help the country program meet outcomes and deliver services for our client base.The mapping and analysis will focus on identifying actors within Western and Southern Libya whose priorities align with the IRC and the wider humanitarian community within Libya.Priority areas of analysis include, but are not limited to, Tripoli, Misrata, Bani Walid, Tawergha, and Sebha.
The Consultant will work closely with the IRC Governance Technical Advisor, based in New York, with support from the Deputy Director for Programs based in Tunis and the Partnerships Director based in Amman. The Consultant is expected to work independently and efficiently over the course of five weeks.
- Conduct a desk review of the stakeholder environment within Libya, including previous stakeholder data bases
- Develop and delivery key informant interviews with relevant stakeholders, including government, traditional and religious leaders, local business leaders, International and National NGOs and local CSOs.
- Develop a comprehensive stakeholder analysis to document findings from the desk review and key informant interviews. The analysis should allow the IRC to categorize and easily identify potential partners in relation to current and future business development opportunities.
- Facilitate a remote social network analysis workshop with relevant stakeholders, including potential IRC partners, to both document mutual partnership priorities and build common understanding of the civil society network within the priority areas.
- Synthesize and present findings in an Assessment Report and Partnership Strategy for IRC Libya
- Propose methodology and work plan to be approved by IRC

- Power point presentation to key members of the IRC team on Assessment Report findings
- Assessment Report of 15 pages, including:
- List of stakeholder interviews including a summary matrix highlighting each stakeholders geographic coverage and areas of technical expertise, recap of desk research, and summary of emerging findings
- Summary of stakeholders (formal and informal) priorities;
- Partner mapping: list of potential local and international partners. This will include brief summary of organization, their core area of expertise, as well as an analysis of capacity needs of each.
- Conclusion and recommendations for IRC Libya to successfully pursue a partnership approach to humanitarian programming with maintaining a Do No Harm approach.
