Monitoring and Evaluation Specialist

Description of task

Under the direct supervision of the Regional Monitoring and Evaluation Officer for Middle East and North Africa (MENA) or his/her designated mandated representative(s), the UN Volunteer Monitoring and Evaluation (M&E) Specialist will primarily provide technical support to RO Cairo in the development of the regional Knowledge Management (KM) strategy which will include mapping out the mechanisms for its rollout. The UNV will also support the development of the MENA regional strategy result monitoring framework and accompanying tools which will form an important broader framework for mechanisms for knowledge generation. The successful candidate will be expected to perform the following specific core duties and responsibilities:

  • Support the Regional M&E Officer with the development of Result Monitoring Framework for the IOM MENA regional strategy (2020-2024) and related M&E guides.
  • Assist the Regional M&E Officer in the design and the execution of the Knowledge Management (KM) Needs Assessment
  • Assist the Regional M&E Officer in the drafting of KM strategy based on the findings and priorities identified in KM needs assessment in consultation with RTSs, research, data and the Policy Hub as well as Media and Communication.
  • Assist the Regional M&E Officer in identification and documentation of one good practice in terms of knowledge production and sharing.
  • Coordinate the drafting of relevant COVID19 response-related harmonized M&E tools in consultation with RO M&E Officer, Regional Thematic Specialists (RTSs) and the network of country-level M&E Officers/Focal Points in the MENA region.
  • Assist with the setting up of the quantitative and qualitative data collection, processing and management system based on relevant indicators in the regional strategy result framework.
  • Assist with the drafting/reviewing of project evaluation reports and briefs.
  • Assist with the processing and analysis of quantitative and qualitative evaluation data, as needed.
  • Assist with the logistical and administrative coordination of M&E related events including capacity building webinars/workshops related to M&E and KM at regional level.
  • Perform such other duties as may be assigned.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:
  • Master’s degree in Social Research, Social Science, Development Studies, Monitoring and Evaluation Methods, Knowledge Management, or related field from an accredited academic institution with minimum of three years of relevant professional experience; or
  • University degree in the above fields with minimum of five years of relevant professional experience.
Required experience: 36 Months Experience remark:
  1. Qualifications, skills, experience: preferably background in applied social research, social science, monitoring and evaluation methods, public health, development studies or related field with equivalent combination of relevant training and field experience.
  • Experience at the national and/or international level.
  • Experience in research, Monitoring and Evaluation methods, Knowledge Management, including the development and use of related tools.
  • Experience in international development sector;
  • Experience working with international organizations an advantage.
  • Previous work experience in UN system is an advantage.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills.
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Desirable:
  • Sound security awareness.
  • Have affinity with or interest in UN Humanitarian programme and a keen interest in migration and development, volunteerism as a mechanism for durable development, and the UN System.
