Background

Led by the Team Leader/Programme Specialist, the respective Team manages a major, multi-disciplinary, programme portfolio. Under the guidance and direct supervision of the Programme Analyst, the Programme Assistant provides administrative and semi-specialized support to the Inclusive Growth and Innovation team, in thematic coordination, programme implementation functions, and project interventions for the respective portfolios. The incumbent ensures high quality, accuracy and consistency of work. S/he works in close collaboration with the operations, programme and project staff in the CO and UNDP HQ, as required, to exchange information to support execution and programme delivery.

 

Duties and Responsibilities


1.Supports formulation/implementation of programme strategies and the Country Programme Action Plan focusing on achievement of the following results:

  • Collection, research and analysis of information for identification of areas for support in programme formulation/ implementation and inputs to Common Country Assessment (CCA), UN Sustainable Development Cooperation Framework (UNSDCF), UNDP Country Programme (CPD) and other documents and initiatives;
  • Provision of background information for formulation of the country programme, draft project documents, work plans, budgets, proposals on project pipelines and implementation arrangements.


2.Provides effective support to the Team Leader’s management of the CO thematic programme, as follows:

  • Research, tracking and monitoring of programme data on respective portfolios;
  • Efficient co-ordination of team workflows and key deliverables;
  • Generation, drafting and finalization of reports and communications;
  • Follow up on audit recommendations with respective projects;


3.Supports effective management and monitoring of the respective project portfolios, focusing on achievement of the following results, as follows:

  • Projects created in Atlas, project award and project status revised, and unutilized funds determined;
  • Project/programme Pipeline information updated in Atlas;
  • Monthly and quarterly delivery monitored, requiring extraction of relevant data from Atlas and other systems;
  • Financial reports prepared for audit of NEX/NIM projects and information for audit of NEX projects compiled;
  • Preparation of non-PO vouchers for development projects.
  • Creation of requisitions in Atlas for development projects, completion of budget checks for requisitions, POs and vouchers, and register of goods receipt in Atlas;
  • DIM projects CDRs and Financial Reports, reviewed,
  • Substantive participation in recruitment processes for project staff and bid opening. panels.
  • Projects operationally and financially closed in Atlas.  
  • Proper templates, supporting documents provided for contracts, payments, procurement and recruitment processes.
  • Financial Monitoring for respective projects, including conducting budget revisions when needed, extracting financial reports from Atlas, etc.


4.Supports the implementation of partnerships and resource mobilization strategies, focusing on achievement of the following results:

  • Information research on donor and partner programmes;
  • Review of contributions agreements, management of contributions in Atlas;
  • Compilation of Data/content for donor and aggregate reports.


5.Knowledge Building and Knowledge Management, focusing on achievement of the following results:

  • Best practices and lessons learned proposed in programme support for dissemination
  • Sound contributions to knowledge networks and communities of practice.
  • Learning initiatives delivered for Operations/ projects staff in the programme area.
  • Training provided to project personnel on UNDP administrative and NEX reporting procedures and processes.

Required Skills and Experience

Education:
University Degree in Business or Public Administration, Political Sciences and Social Sciences.

Experience:
A minimum of 2  years if with University Degree of relevant experience in delivering administrative or programme support services to national or international entities is required. 

Language Requirements:
•Proficiency in English and Arabic

Other:
Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
