VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

This position is located under the Research and Industrial Policy Advice Division (EPR/PRS/RPA). The Division conducts integrated applied economic research on themes related to UNIDO’s mandate at the international, regional, country and sector level, and disseminates the findings thereof. On this basis, it provides strategic and specific industrial policy advice to Member States to accelerate industrial development. The Division also supports Member States in the identification, design, implementation and evaluation of policies that aim at expanding and diversifying their productive capacity, and advocates for sustainable industrialization strategies at the global, regional and national level. In discharging these responsibilities, it implements projects and collaborates closely with other relevant organizational entities of UNIDO, including those providing technical cooperation services.

PROJECT CONTEXT Project 160264: Job creation for youth and women through improvement of business environment and SMEs competitiveness in Jordan The project aims to increase Jordan’s private-sector contribution to job creation and promote the economic inclusion of youth and women (including through self-employment) by supporting the development of competitive small and medium-sized enterprises (SMEs). The rationale supporting the project is based on two components: 1) Developing an information system on the industrial sector that supports the production of evidence-based industrial and market intelligence analysis, and that facilitates overall monitoring of industrial development, including its impact on the economic inclusion of women and youth. To this end, an Industrial Intelligence Observatory, designed as a computerized, statistical database to track the performance of the industrial sector, will be created and hosted jointly by the Industrial Development Department (IDD) and Economic Policy Department (EPD) of Jordan’s Ministry of Industry, Trade and Supply (MITS). In addition, the project will support the establishment of an Industrial Intelligence Unit with methodological tools to assess the performance, capabilities and market opportunities of the industrial sector. The anticipated impact of this will be on two levels: (i) It will increase the efficiency of the MITS in formulating, implementing and monitoring an evidence-based industrial policy in support of the inclusive and sustainable industrial development of Jordan and (ii) For the private sector, the availability of industrial and market intelligence analysis will facilitate the identification of opportunities to generate new, innovative products and services that can lead to new businesses and identification of market opportunities. 2) Enhancing investment and market opportunities in four selected value-chain drivers of job creation (including self-employment) for youth and women in both urban and rural regions. This will be made possible as a result of three-pronged intervention: a. Firm/entrepreneurs: The capabilities of entrepreneurs in the selected value chains to compete, connect and adapt will be enhanced, particularly in terms of managerial skills, financial literacy and capability to raise financing. ICT competences, including information access and processing, with an emphasis on industrial and market intelligence analysis, will also be improved. b. Immediate business environment: The capacities of supporting institutions, such as business development services (BDS) providers, vocational training centres, and business associations, that have a positive impact on the structure and growth of value chains to improve the services provided to SMEs/groups of SMEs, will be enhanced. c. Systemic level: Efforts to connect firms with each other and with their environment to improve access to markets, technology and finance will be carried out and result in: i. The creation of two export consortia ii. Investment promotion and access to finance facilitation for 80 selected SMEs iii. Business partnerships The International Competitiveness Specialist is being recruited against component 1 of the project to support and train the staff assigned to the Industrial Intelligence Unit to assess the performance, capabilities and market opportunities of the industrial sector. The incumbent is expected to deliver: (a) work that contains in-depth analyses contributing to results achieved by the Industrial Intelligence Unit; (b) in creating an enabling environment for teamwork, which is catalytic to achieving results; (c) in achieving results within a professional team. DUTY STATION: Amman, Jordan DURATION: 6 months (with possibility of extension)

Main Functions

Under the guidance and supervision of the Project Manager, the incumbent shall be responsible for the following duties: Capacity building related duties: - Provide technical advice, guide and orient the efforts and contributions of members of the IIU and MITS towards the achievement of project objectives; - Organize and assist in the delivery of two to three trainings (market and product space analysis, value chain analysis, industrial drivers) intended for the members of the IIU, while ensuring synergies of topics between component 1 and 2 of the project; - Provide coaching and on the job training as needed by members of the IIU; - Oversee the drafting by IIU members of relevant parts for the Jordan Industrial Competitiveness Report and relevant national reports, including on opportunities provided by the COVID-19 crisis, drawing from latest national data and trainings delivered. Provide quality assurance of the analysis of economic, social and political factors, which affect Jordan’s industrial development analysis as well as of the recommended policies; - Liaise with the Industrial Observatory expert to update the platform with new features and indicators as coming from discussions with MITS IIU, during the trainings, coaching and technical committee Project management related duties: - Upon delegation by Project Manager, participate in relevant meetings (e.g. steering committee meetings, technical meetings) and prepare relevant documentation ahead of the meeting, as well as after the meeting for information and reporting; - Draft reports for donor/UNIDO for approval by the Project Manager; in particular gather and incorporate evidence related to component implementation for inclusion in consolidated annual and progress reports; - Draft component workplans and budget for the duration, as well as detailed yearly/quarterly action plan and budget (including procurement and recruitment plans) for approval by Project Manager; - Monitor implementation of the component activities in line with terms of reference and agreed work plans and budget, identifying problems and resource and financial deficiencies, and initiating and proposing corrective or alternative actions. Alert Project Manager of any discrepancies; - Under the guidance of the Project Manager, implement a monitoring tool tracking progress against indicators and targets; - Assist the Evaluation Group in its evaluations of the component. Advocacy related duties: - Whenever invited, participate in relevant working groups and fora advising on strategies to spur industrial development in Jordan; - In close coordination with the UNIDO country representative, support communication and visibility efforts in relevant media in cooperation with the relevant UNIDO-project communication specialist/staff and follow up with relevant partners and stakeholders, in line with UNIDO correspondence and advocacy guidelines. Coordination related duties: - Ensure any changes to project document is agreed by project teams within UNIDO, MITS and donor, reflect conclusions reached in amended project documents to be validated at the next steering committee - Within the framework of the strategic engagement strategy set by the Project Manager, maintain regular/day-to-day communication with the national counterparts, national coordinators as well as national and international experts to ensure that the assigned tasks are delivered on time, at the right level of quality and within the allocated budget. - Coordinate with the output 1.1. manager on delivering specific industrial statistics activities, including the integration of Jordan in the OECD Trade in value added DB, or liaising with the IE for strengthening the industrial survey.

Minimum Requirements

Education

University Master's degree or equivalent Industrial/Economic Development, Political Science Advanced University degree in Industrial/Economic Development, Economics, Political Science or a related area.

Languages

Fluency in written and spoken English is required. Working knowledge of other official language(s) of the United Nations, an asset.

Computer Skills

Field of Expertise

A minimum of five years of relevant professional experience, including some at the international level, involving technical cooperation in developing countries in the fields of economic and social development, industrial policy, value chain development and competitiveness and other fields of industrial development. Experience in project cycle management, in managing staff/a team, in developing and implementing monitoring and evaluation tools, in developing and maintaining workplans and budgets, in engagement with national and international stakeholders.
