Organizational Setting

The Trade and Markets Division (EST) monitors and analyses trends in international, regional and national agricultural commodity markets, collecting and disseminating comprehensive market and policy information concerning the major traded commodities and those important to food security. It also undertakes forward-looking outlook studies. The Division analyses issues that affect global food and agricultural trade, including policy analysis of trade measures and agreements, and provides technical support and capacity building to member countries in all these areas. Through its Global Information and Early Warning System (GIEWS), the Division is also responsible for FAO's early warnings on food shortfalls. The Division houses the secretariats of the Committee on Commodity Problems (CCP), the Intergovernmental Commodity Groups (IGGs) and the Agricultural Market Information System (AMIS).
The post is located in the group managing the Global Information and Early Warning System on Food and Agriculture (GIEWS).

Reporting Lines

The Economist reports to the Senior Economist, Team Leader of the Global Information and Early Warning System on Food and Agriculture (GIEWS).

Technical Focus

Under the overall guidance of the Senior Economist/Team Leader of the GIEWS, the Economist will monitor and analyze the current and prospective food security situation in assigned countries. It will require work on improving the collection and regular flow of food supply and demand data at country and regional level. The Economist will contribute to the maintenance and update of GIEWS databases, tools and methodologies for food security analysis.

Research and analysis of information, data and statistics, and the maintenance and updating of related tools, methodologies, and/or databases to support the delivery of programme products, projects, publications, and services.

Key Functions

• Researches and analyses [agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related] data, statistics and information to provide technical, statistical and/or policy related information and analysis to support the delivery of economic and social development programmes work, products, projects, publications and services.
• Produces a variety of technical reports and input for technical documents, Departmental publications and/or web pages.
• Provides technical, statistical, and/or analytical services on various studies, projects, and/or assessments and provides technical backstopping to field projects.
• Participates in the development of improved/updated technical, statistical and/or analytical tools, methodologies, systems, databases, and/or key social/ economic/ environmental/ nutritional and/or early warning indicators, etc.
• Participates on multi-disciplinary teams, collaborates with other departments and agencies on work groups and committees and promotes best practices.
• Collaborates in capacity development activities involving the planning and organizing of training workshops, seminars, and major meetings and the preparation of related information, materials, on-line tools and information kits.
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.
• Participates in resource mobilization activities.

Specific Functions

• Analyzes the food supply/demand situation in the countries and regions of assignment and monitors available information on crop prospects, food production and consumption, trade, stocks, prices and policies.
• Prepares special alerts/reports on specific food problem situations that are imminent and may require international assistance.
• Prepares recommendations for food security interventions based on analysis of food security indicators for the countries and regions of assignment.
• Organizes and participates in Crop and Food Security Assessment Missions (CFSAMs) and other special ad hoc missions to countries facing impending food crises to assess agricultural production and food supply situation, and estimate emerging food deficits that may require international assistance.
• Builds and supports networks at country and regional levels to assure the regular flow of production, market and food security information to GIEWS, and provides technical support on crop and food security monitoring and assessment methods.
• Maintains close collaboration with other FAO units, FAO Decentralized Offices and Representations as well as relevant national and international institutions and NGOs.
• Provides periodical inputs to the analytical work carried out by the FAO Early Warning Early Action team, the Integrated Food Security Phase Classification (IPC) and the Global Platform and the Food Security Information Network (FSIN).
• Prepares briefs and participates in media interviews related to food supply/demand outlook and food security situation in the assigned countries.
• Provides technical support to capacity building projects in the areas of early warning information systems and other market and food security analysis, in the assigned countries.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in economics, agricultural economics or a related field.
• Five years of relevant experience in food security analysis and monitoring
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable
• Extent and relevance of experience in food security monitoring and assessment in developing countries.
• Depth of familiarity with relevant information systems on food and agriculture and methods of monitoring and assessing food security.
• Extent and relevance of experience in economic analysis related to food security issues in developing countries, including quantitative methods.
• Experience in providing support to countries in the area of crop and food security assessment, including the planning and organization of workshops, training courses, etc.
• Ability to use/interpret satellite-based data for monitoring crop growth and development is an asset.
• Demonstrated ability to write clearly and concisely technical reports in English
