UNICEF Thailand Country Office is seeking an individual consultant to provide technical support and work as a member of the UN CCA drafting team ensuring that the document adequately positions the rights of children and adolescents, highlighting key gaps and challenges as well as opportunities for engagement.

How can you make a difference?

UNICEF Thailand Country Office is seeking an individual consultant to provide technical support and work as a member of the UN CCA drafting team ensuring that the document adequately positions the rights of children and adolescents, highlighting key gaps and challenges as well as opportunities for engagement.

 

Work Assignment:

  • UNICEF focal point within the UN CCA drafting team, which comprises a core group of technical experts from the UN system who will lead the analysis; research methodology; data collection, etc. related to the development of the CCA.
  • Coordinate with UNICEF programme teams to consolidate all background documentation and information that will serve as key resources for the CCA drafting team.
  • Support UNICEF Thailand programme sectors to convene and facilitate consultations and interviews, with key stakeholders (civil society, development partners, private/industry sector, etc.) to analyze trends, identify disparities and examine issues that may have been overlooked.
  • Organize and prepare written outputs related to the CCA e.g. summary notes from CCA drafting team meetings for UNICEF, short background documents on key thematic child rights issues for sharing within the CCA drafting team.
  • Ensure the CCA has a strong emphasis on children and equity, highlighting emerging challenges and opportunities that takes into consideration the interlinkages and integrated nature of the SDGs, particularly with reference to UNICEF’s areas of programming focus.

 

Work Schedule:  

A detailed work schedule will be established with clear deliverable, time frames and supervision arrangements.

 

End Product:

The consultant shall deliver the following outputs:

  • Attending all CCA related trainings and meetings as UNICEF’s focal point.
  • Facilitation and coordination of the CCA process as a key member of the drafting team (in line with the Thailand UN CCA Drafting Team TOR).
  • Multi stakeholder consultation support to UNICEF programme sectors.
  • Consolidation of data/evidence related to child rights situation in Thailand as background documentation for the UN CCA drafting team.

 

Estimated Duration of Contract:   60 working days within 6 months period, starting in July 2020 (part time, a minimum of 10 days/month).

 

To qualify as an advocate for every child you will have…

  • Advanced degree in international development studies, economics, social sciences, international relations, political sciences, sociology or anthropology, demography or related fields;
  • Over 10 years’ relevant experience and proven expertise with development of strategic frameworks;
  • Knowledge and experience in the preparation of the CCA and former UNDAF processes;
  • Expertise in results-based management (RBM) framework as well as in-depth knowledge of results-based management tools;
  • Experience in high-profile facilitation and working with UNICEF and/or other UN Country Teams and multi-stakeholders, preferably in UNSDCF related programming and prioritization processes and settings;
  • Excellent communications and writing skills at the national and/or international level;
  • Ability to consolidate and synthesize substantive comments from multiple sources in a balanced and concise manner;
  • Excellent interpersonal skills and ability to empathize with the various organizational mandates and cultures of the UN system;
  • Fluency in oral and written English is required;
  • Experience at country and regional level is desired; owing to the current restrictions of travel, it is expected that the consultant is based in Thailand.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
