KEY ACCOUNTABILITIES (not all-inclusive)

Support of Partnerships and Field Level Agreements (FLA) and LoUs (Letters of Understanding) development for WFP Mozambique;

Analyse budget terms and conditions (agreements compliance) for partners, and advise on any observed discrepancies between budget and invoice amounts;

Track FLA/LoU start and end dates and liaise with Activity Managers and Heads of Sub-Offices to support preparation, approval and revision of FLAs/LoUs ensuring finalization of FLAs/MoUs prior to project start dates;

Ensure “FLA Tracking Sheet” is updated on a regular basis and shared with the management, Sub Offices (SOs) and Country Office (CO) Logistics Unit;

Coordination with payments team timely financial comitments (POs) are created in the system and follow up on any amendment required;  

Ensure that the agreements filing system captures all updates and that the Master list of partners captures all updates;

Facilitate mapping of partner activities to inform operational and strategic partnership engagement and act as the Focal Point for day-to-day management and maintenance of the Partnership Management Information System (database). Coordinate with field offices and programme sections to ensure that implementing partners’ records and profile are updated and maintained;

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

OTHER SPECIFIC JOB REQUIREMENTS

Support Programme Activities with the preparation of Expression of Interest and Call for proposals and participate in all related activities on behalf of the unit;

Be the focal person for MZCO UN Partners Portal and develop training materials for it’s usage;

Closely liaise with Sub-Offices (SO) agreements focal points and their alternates, to ensure close monitoring and adequate management of partner agreements;
