STANDARD MINIMUM QUALIFICATIONS

Education: Degree and further studies desirable in Finance, Business Administration, Accounting or related fields.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

KEY ACCOUNTABILITIES (not all-inclusive)

Development and/or update of Standard Operating Procedures (SOPs) to guide on grant management and reporting in collaboration with relevant units.

Support the development of tools needed for budgeting, monitoring, and carrying out expenses in line with reporting requirements.

Monitor and advise the project management on the financial status of projects and programmes (including pending and approved budgets; contributions confirmed but not yet available for expenditure; contributions available for expenditure and contributions already expended).

Advise and support on financial and administrative matters.

Monitor commitments and expenditures of budgets and other funds allotments and ensuring that utilization of funds is in accordance with agreements. 

Ensure transparent and efficient utilization of WFP’s financial resources.

Support informed financial decision making.

Participate in preparing the WFP budgets and Donor Agreement (including GCF agreements and other).

Ensure integrity and consistency of data in WFP financial and accounting systems.

Conduct financial analysis to better utilize resources and avoid/ minimize project unspent balances.

Coordinate the process for preparation of financial reports to the donor. Such role involve engagement with CO in ensuring quality check and reconciliation of financial data, review and timely submission of financial reports as required under Donor Agreement.

Contribute to establishing priorities and work plans, monitoring progress, and providing coaching, training and guidance to ensure appropriate development and enable high performance.

JOB PURPOSE

The Budget Management Officer will report to the Climate Adaptation & Resilience Team Leader, and work closely with the Activity 2 manager, as well as Finance and Budget Programming teams.

At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

OTHER SPECIFIC JOB REQUIREMENTS

Ability to review a variety of data, identify data discrepancies, accuracy and attention to detail in preparation of reports, advanced Excel and data processing skills, accounting and/or finance related working experience, preferably with WFP.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • At least three (3) years of working experience.
  • Experience working in the finance or resource management or analytical function in a humanitarian institution;
  • Experience in preparation of donor financial reports.
