CRS seeks a Deputy Project Director - Grants Management (DPD-GM) for an anticipated USAID funded New Partnerships Initiative (NPI) COVID-19 Round. The resulting project(s) will focus on supporting interventions that will build upon and expand USAID's efforts to leverage the roles of communities to strengthen and adapt existing community health platforms to support national policies and implementation plans for COVID-19 preparedness and response (non-pharmaceutical interventions) and continuity of existing primary healthcare services based on national guidelines, needs, and priorities to create lasting structures for future responses.

As DPD-GM you will lead the sub-award process with new and underutilized partners, negotiate effective and efficient sub-agreements, and execute, monitor, and track agreements under the NPI COVID-19 project, ensuring compliance with donor and CRS policies. You will oversee procurements, including the hiring of consultants, support the development of scopes of work and budgets, and develop systems to manage sub-awards across multiple countries and regions. Your management and technical knowledge will ensure the delivery of high-quality programming, while proactively managing and mitigating risks. The DPD-GM will report to the Project Director, and act on their behalf as needed. This position will be based out of CRS headquarters in Baltimore, Maryland.

Roles and Key Responsibilities:
* Manage key aspects of the development, implementation and consolidation of the NPI COVID-19 project. Serve as a point of contact to the donor as well as public, private and non-government stakeholders, when needed.
* Manage responses to USAID; ensure workplans and budgets are developed and reported on in accordance with the approved budget, USAID regulations and procedures.
* Implement a system for managing rapid recruitment and hiring of STTA, as required.
* Promote, uphold and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with USAID grants, including financial tracking and oversight of budgets, finance, administration and donor reporting.
* Provide support, advice, mentoring, training, and coaching to project staff and sub-recipients in all areas of award management and procurement, donor rules and regulations, and CRS policies and procedures.
* Build and maintain positive relationships with key staff of partner organizations. Contribute to coordination of the roles and activities of staff from sub-recipient organizations, in line with CRS partnership principles.
* Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and recommend trainings and technical assistance.
* Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming.

Preferred Qualifications
* Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
* Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.

Required Languages - Excellent written and spoken English required; proficiency in a second language preferred.

Travel - Must be willing and able to travel up to 25%.

* Internal: NPI COVID-19 team, Global Grants team, Global Compliance & Risk unit, Ethics unit staff, Senior Technical Advisors, Regional staff, Country Program staff, other HQ departments
* External: NPI CPOVID-19 project sub-recipients, USAID st aff

Basic Qualifications
* Master’s degree in International Development, International Relations or a relevant technical area.
* 5 years’ relevant management and technical experience (7+ years preferred)
* 5 years experience managing donor funds, including multi country grants. Strong knowledge and experience in budget management.
* Recognized technical experience and qualifications in sector as demonstrated by peer reviewed publications, conference presentations etc.
* Demonstrated experience of successful management, including management of functions of complex, high-value, multi-activity projects, with complicated logistics.
* Staff management experience and abilities that are conducive to a learning environment. Experience coaching.
