The Deputy Chief of Party (DCOP) will serve as the operational lead of a five-year USAID-funded rule of law program in Kazakhstan, ensuring award activities and subgrants are implemented in compliance with U.S. Government regulations. The DCOP will provide operational leadership, oversee all finances, compliance, HR, and administration, and will support the Chief of Party in managing small grant recipients and ensuring timely delivery of program outputs and outcomes. The DCOP will also be responsible for managing the implementation of the gender analysis throughout the life of the program. The anticipated start date of the position will be on or around October 1.

Primary Responsibilities:

  • Provide operational leadership, oversee all finances, compliance, Human Resources, and administration for the program;

  • Maintain oversight of the operational budget for the program and apprise senior leaders of variance and other operational challenges including subawards;

  • Work with technical leads and program support staff on day-to-day program administration, ensuring logistical, administrative, and compliance standards are met;

  • Review program activities and workplans to ensure gender considerations are included and oversee the implementation of the Gender Action Agenda;

  • Support the Chief of Party in building and maintaining program partnerships with government entities, donors, and beneficiaries

  • Liaise with home office finance team (in coordination with the Field Financial Manager) to ensure DC-Kazakhstan financial tracking and reporting lines are kept open.

Required Skills & Qualifications:

  • At least 8-10 years of demonstrated operational and administrative experience working on largescale projects in Kazakhstan

  • At least 6-8 years of experience working with U.S. Government funded programs; understanding of U.S. Government compliance requirements preferred

  • Proven leadership abilities within a multi-partner initiative, and experience representing programs at high levels of policy engagement;

  • Background in developing and managing gender-focused programming

  • Demonstrated managing interdisciplinary and culturally diverse teams implementing development programs

  • Possession of a bachelor’s or master’s degree from an accredited university in a relevant field

  • Fluent in English and Russian; Kazakh is a plus
