DURATION: 6 months extendable to 11 months

ORGANIZATIONAL CONTEXT AND JOB PURPOSE

In the Asia-Pacific region, where countries transition to Lower Middle/Middle Income status, but, at the same time, face the recurring and increasing frequency and severity of natural hazards impacting the food security and livelihoods of vulnerable populations, WFP continues to play a critical role in supporting governments and partners to towards Zero Hunger. 
WFP Country Offices in the Asia and Pacific region work in close collaboration with government and partners to strengthen national capacity, provide technical assistance and, where needed, direct food assistance to achieve zero hunger and test and apply new innovative gender transformative programmatic approaches –including the broadening of transfer modalities, increased focus on resilience-building and national capacity-development. WFP’s ability to achieve its Strategic Objectives depends on its capacity to deliver food assistance that addresses the different needs and priorities of the women, men, girls and boys whom it serves. WFP is seeking an fairly senior Emergency Programme Officer, a person who is experienced and knowledgeable about how WFP operates in the field. Contribute to successful implementation of Covid-19 emergency response plan by supporting the Operations Team, in close collaboration and consultation with the Programme Team in the Country Office and in the Field Offices,  which includes guiding the Field Offices on implementation issues, troublehshooting constraints to delivering WFP emergency response in the field. 
 

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme and guidance from the Deputy Country Director for Programme and Operations Management, the incumbent shall ensure the successful completion of WFP mission objectives, including following duties:

  1. Assess requirements for (non-operational) coordination and/or technical support to government and partners in areas of WFP’s humanitarian mandate, including Food Security, Logistics and Telecommunications;
  2. Ensure the delivery of such (non-operational) coordination and/or technical support as is determined necessary and as agreed by the Country Director (CD)/Deputy Country Director (DCD);
  3. Assess emerging requirements in consultation with Programme, Operations and Heads of Field Offices and the feasibility of incorporating it in the emergency response, as determined by the humanitarian situation and needs, government and partner capacity, national government and donor support and considering risks to WFP;
  4. Ensure effective contingency planning as determined necessary and as agreed by the CD/DCD;
  5. Oversee effective operational mobilisation, coordination and management of risks to WFP, its staff and beneficiaries;
  6. Support the establishment of any field-level agreements (FLA) with partners in coordination with concerned Strategic Objective (SO) Managers, work plans and staffing plans for the emergency response as may be required for review and approval by the DCD/CD.
  7. Ensure WFP meets corporate Operational Information Management requirements at the country level in accordance with the endorsed information management flow; monitoring the national emergency security situation and support Programme and Operations Teams to develop appropriate responses; 
  8. Where appropriate, build capacity of WFP, cooperating partner(s) and counterpart staff through field missions and online support;
  9. Ensure necessary preparedness actions such as early warning, risk analysis/management and contingency planning are undertaken, in coordination with Programme Unit, periodically monitored, updated and reported in a timely manner; 
  10. Conduct field visits, assess gaps and assist in applying appropriate solutions;
  11. Participate in Inter-Agency Working Groups/Task Forces as assigned by CD/DCD;
  12. Any other tasks assigned.
QUALIFICATIONS & EXPERIENCE REQUIRED

Education:  

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: 

  • At least 6 years of continuously progressive work experience in the field of international development or humanitarian assistance, in various field locations, with at least 4 years of direct relevant experience in Operations Management activities at Country Office/Field Offices;
  • Has in-country operational experience in fragile/emergency contexts;
  • Has worked with government and non-government agencies and gained policy experience; 
  • Has led a country office programme team or a substantial component of a complex programme, with coordination and field support responsibilities; 
  • Has gained direct experience of different programme approaches and food assistance modalities;

Knowledge and Skills:

  • Has led team in strategic discussions; 
  • Proven experience in leading, motivating and developing high-performing teams;
  • Has participated in design and implementation of WFP programmes focusing in food security; 
  • Ability to quickly develop and cultivate networks and partnerships with internal and external stakeholders;
  • Driven to continuously improve processes, systems and products expected from the unit. 

Languages:    

Fluency (Level C) in both written and spoken English.

Candidate  should be willing to work in any of the countries in the Asia Pacific region, such as  Afghanistan, Paskistan, Myanmar,Timore Leste, Pacific, Nepal, etc. based on the Country needs. Should you be selected; you will be placed in the Roster for a period of two years and as the need arise, you may be considered for a similar future position temporary contract.
