ORGANIZATIONAL CONTEXT

Bangladesh is one of the world’s most disaster-prone countries, due to its geographical location and its population density. Tropical cyclones from the Bay of Bengal accompanied by storm surges are one of the major disasters affecting the country. Storm surge heights of more than 9 meters are not uncommon in this region, explaining the high number of related casualties and damage. In addition, heavy rains occurring mainly during spring low pressures and the Monsoon season. Cox’s Bazar is hilly and prone to landslides, which are also triggered by heavy rainfall.

JOB PURPOSE

In this light, the Cox’s Bazar EPR unit was created in 2019 to have a more integrated approach to preparedness and readiness work across the office. Building on the successes and past initiatives, the office is looking at expanding the scope of EPR work and to institutionalise it across five core areas, as well as establishing a clear linkage with the Country Office (CO) Plan and projects.

  1. Business Continuity Planning and Emergency Preparedness and Response Package (EPRP).
  2. Contingency planning for WFP operation and government preparedness exercises at the subnational levels, in collaboration with the DRR team.
  3. Holistic EPR approach across Programme, Supply Chain, support functions (Admin, Finance, HR, IT), Sectors, and soft preparedness (data infrastructure, assessment ready).
  4. Capacity strengthening of WFP Cooperating Partners, Retailers in relation to emergency preparedness.
  5. Potential rolling out of Forecast Based Financing, linking meteorological early warning to impact forecast.
KEY ACCOUNTABILITIES (not all-inclusive)

Reporting to the Head of EPR, the EPR Associate will provide support with the overall implementation of the EPR 2020 strategy. Specific tasks include:

  1. Support the EPR Officer with the implementation of the EPRP package, including Minimum and Advanced Preparedness Actions (MPAs/APAs), risk mapping, CONOPs, and development of other key EPR documents.
  2. Frequently monitor the ongoing programmes and proactively reach out to Units and Sectors to assess preparedness needs and gaps, and follow-up on key actions and recommendations.
  3. Maintain and update key information in the Business Continuity Plan and monitor changes in staff to ensure they are reflected in the plan.
  4. Provide writing and logistical support to the organisation of capacity-building exercises (SIMEX, table-tops, etc.), including writing of injects, scenario and reports, as well as setting-up the venue, liaising with participants and external stakeholders.
  5. Facilitate trainings and capacity-building exercises for WFP Cooperating Partners and Retailers and translate EPR-related documents into Bangla when required.
  6. Develop and/or augment core procedures associated with information management and data readiness during emergencies.
  7. Help consolidate the mapping and data expertise across SMEP, Logs Sector and VAM in one space and shared vision.
  8. Map the government’s preparedness and response mechanisms across departments and institutions (DC Office, MoDMR, etc.), including focal points, and establish and/or maintain relations with relevant stakeholders where required.
  9. Participate in different events and workshops as EPR representative and act of OIC for the EPR team when required.
  10. Perform ad-hoc tasks as requested by the EPR Officer.
STANDARD MINIMUM QUALIFICATIONS

EDUCATION: University degree in one of the following disciplines: social sciences, international affairs, development economics or another related field

EXPERIENCE: Minimum three years of work experience in UN organizations, international and/or national non-governmental organizations, with a focus on humanitarian policy, emergency preparedness and response, human rights, protection, international law, or any other humanitarian-related field, are required. 

LANGUAGE: Excellent knowledge of written and spoken English and working knowledge of Bangla. Any other WFP language is an asset but not required

  • Knowledge of humanitarian assistance, emergency preparedness, civil-military relations, protection, human rights, international law, and other humanitarian policy issues is desirable.
  • Strong analytical and communication skills, and ability to think critically.
  • Knowledge of UN system policies and functions of humanitarian assistance-mandated agencies.
  • Ability to work within tight deadlines and manage multiple tasks simultaneously.
  • Ability to work independently and show proactivity is essential.
