Background

This position is located within the UN Women Department of Management and Administration, Office of the Security & Safety Services Section. The Security and Safety Mainstreaming Consultant reports directly to the UN Women Global Security Advisor. The role will be completed from UN Women HQ, primarily through a remote working modality, with no requirement for the consultant to travel. UN Women has completed the implementation of Security Mainstreaming and is now looking to identify lessons learned and implement and update changes to align with the new UN Security Management System (UNSMS) Security Risk Management (SRM) UN Occupational Health and Safety, and UN Women programmatic processes.

Duties and Responsibilities

In line with the approved UN Women Security & Safety Services Section Annual Work Plan (AWP); the Security Mainstreaming Consultant, will review and update the initiative, utilizing the already developed tools and processes, whilst making as required improvements in response to organisational needs. Additionally, to ensure a coherent business process, the consultant will update and streamline the UN Women intranet portal in relation to the mainstreaming process. Lastly, the consultant will coordinate efforts with UNSMS and UN Women programme division initiatives.

The Security and Safety Mainstreaming Consultant will be responsible for:

I.   The review and update of the already developed UN Women Security Mainstreaming manual, processes, communications and tools in a response to changing organisational needs or process modifications.

Deliverables:

  • The Consultant will liaise with all appropriate units, divisions and sections internally, utilizing all available mediums and will coordinate the completion of the below:
  • Update of information briefs, presentations, checklists etc. on security mainstreaming for education sessions and meetings.
  • Update of the security mainstreaming process, including the integration of security and safety mainstreaming into UN Women Planning Programme and Guidance Unit, work flow and programme timeline.
  • Respond to enquiries with a significant understanding of security mainstreaming and assist in the use and population of mainstreaming tools by all levels of personnel.
  • Review and adjust mainstreaming tool process and make any ICT additions and/or upgrades required to the tools identified.
  • Ensure the Security and Safety Mainstreaming process is integrated into key relevant policy and guidance documents and update relevant content.

II.   The reconfiguration, update and where and when necessary, population of the UN Women Security & Safety Services Section Intranet portal, to reflect the updates to the Security Mainstreaming manual, streamline business processes with implementation and access to mainstreaming tools under the guidance of the UN Women Security Advisor.

Deliverables:

  • The Consultant will liaise with all appropriate units, divisions and sections internally, utilizing all available mediums and will coordinate the completion of the below:
  • Updating and understanding of Intranet portal to reflect security mainstreaming tools, policies and any other new developments for the Security & Safety Section and the UNSMS as required.

III.   Ensure that UN Women Security and Safety Mainstreaming is aligned with the UNSMS, OSH and UN Women procedures and policies under the guidance of the UN Women Security Advisor.

Deliverables:

  • The Consultant will liaise with all appropriate units, divisions and sections internally and externally, utilizing all available mediums and will coordinate the completion of the below:
  • Build relationships and liaise with UNSMS and UN Women representatives on related policies and adjust the security mainstreaming processes and policies to meet requirements of the UNSMS and UN Women.

All deliverables will be completed concurrently within a four month time-frame.

  1. Update of the UN Women Security Mainstreaming concept manual, process, communications and e-tools;
  2. Development and updating of the UN Women Intranet Portal, reflecting Security and Safety Mainstreaming;
  3. Alignment of the UN Women Security Mainstreaming concept with UNSMS, OSH and UN Women developments and process.

Competencies

  • Professionalism: operational knowledge and understanding of theories, concepts and approaches relevant to security mainstreaming; knowledge of  the already established UN Women concept and format is an advantage. Ability to identify issues, analyze and participate in the resolution of obstacles that may impede the roll-out strategy. Has the ability to conduct data collection using various methods, apply judgment in the context of assignments given, plan of work and manage conflicting priorities. Shows pride in work and achievements, just persistence and overcomes challenges; remains calm in stressful situations.
  • Communication: possesses good communication skills spoken and written, including the ability to draft/edit in a clear concise style. Has in-depth experience with making presentations including workshops, chairing meetings, drafting official documents and intranet development.
  • Planning and organizing: is able to plan and organize work to meet imposed deadlines, conflicting priorities, changes in focus; working under pressure, using resources and time efficiently to ensure the completion of deliverables. Must demonstrate the ability to act independently whilst delivering within the scope of security mainstreaming with restricted managerial oversight.

 

 

Required Skills and Experience

Education

Advanced university degree (Master's degree or equivalent degree) in international relations, law, political science, social sciences or related field. A knowledge of the United Nations Security Management System is an asset.

Work Experience

A minimum of two years of progressively responsible professional experience in security, safety, political science, international relations, law or related field.

Languages

For the post advertised, fluency in English (both oral and written) is required. Knowledge of other UN official languages is an advantage.
