At WFP, we are looking for a talented Budget & Programming Officer, P4 in the Corporate Budget Branch based in Rome, Italy that will provide cross-functional support and competent guidance to staff in HQ, Regional Bureaux (RB) and Country Offices (CO) on processes underlying WFP Management Plan (MP) preparation and implementation, organizational and staff funding maintenance for corporate payroll and reporting as well as Programme Support and Administration (PSA) Management.
As a Budget & Programming Officer, P4 in the Corporate Budget Branch you will be responsible for:
- Budget Planning and Management:
- Participate in the development and implementation of guidelines, policies and procedures for budget programming activities (including PSA, Critical Corporate Initiatives, Central Appropriation and Corporate funds) providing technical recommendations and guidance ensuring that objectives are achieved in compliance with corporate and functional strategies.
- Contribute to the preparation, review, and submission for approval of the Management Plan.
- Oversee the creation of accurate position budgets and ensure relevant resource details are recorded in internal systems for reference, in line with WFP standards and procedures.
- Manage WFP Organizational structures in WFP systems, monitor position management processing and budgetary control (PBC), and provide expert advice on staff funding requirements in relation to off-cycle and monthly payroll deadlines. Resolve sensitive and complex staff funding and technical issues, in collaboration with Human Resources and Payroll Units.
- Funds and Performance Management, and Reporting:
- Prepare, allocate and monitor Organizational Departments’ Allotments in WFP systems, supporting Spending Units’ PSA and CCI (Critical Corporate Initiatives) funds utilization efforts and performance monitoring while ensuring adherence to available guidelines and providing technical advice to assure optimal resource utilisation.
- Coordinate and oversee the preparation and dissemination of timely and accurate analytical and critical reports on PSA, CCI, Corporate funds and WFP corporate payroll staffing commitments/expenditures, identifying trends and highlighting issues as required and in accordance with WFP standards and procedures, to present a consistent picture to internal and external stakeholders and enable informed decision making.
- Identify, recommend and implement innovations and improvements to systems, techniques, tools, processes and procedures to better monitor, manage and set measurable objectives for budgets and funds utilization.
- Collaborate cross-functionally supporting the performance of activities and ensuring an aligned, consistent and standardised approach to planning, budget and funds analysis and performance reporting.
- Other:
- Build capacity of WFP staff in operational planning, budgeting, funds management and performance reporting through setting the direction and standards for training, coaching, guidelines and manuals.
- Document internal business processes, develop Standard Office Procedures (SOPs), and training packages on resource management matters, and provide onboarding briefs to newcomers in the CO/RB Team.
- Lead a large team, guiding, supervising and coaching them to provide the expected level of operational support, act as a point of referral on complex analysis and queries, and ensuring their appropriate development to enable consistently high performance.
- Represent the unit at external and internal meetings/committees/working groups as required, in order to obtain and provide information, as well as influence discussions of key issues from a budget and resource programming perspective.
- Contribute to standard emergency preparedness actions, providing technical recommendations regarding early warning, risk analysis and contingency planning and guidance towards the monitoring and management of financial risks.
- Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

Experience:
- At least eight years of postgraduate progressively responsible professional experience in Budget and Programming, working cross-functionally with HQ/RB/CO teams to address resource management and staff funding issues.
Education:
- Advanced University degree in Business Administration, Finance, Economics or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.
Language:
- Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
- Proven abilities to proactively approach problem solving and generate ideas for optimal team outcomes with specialized knowledge of the Position Budget and Control (PBC) and Funds Management (FM) modules for payroll, budget status analysis and reporting.
- Has managed large, complex operations in overseeing project performance against available resources, ensuring adherence to available policies and procedures.
- Has developed extensive experience in working across functions to address identified resource management issues and gaps and influence senior managers to make required decisions.
- Demonstrates thorough understanding of WFP operations and business processes, HR and Financial rules and procedures, and applies them consistently in the implementation and support of WFP programme interventions.
- Demonstrates in-depth knowledge of WFP operational requirements and how those translate into resource management requirements, enabling the proposition of recommendations for improvement in a proactive rather than reactive manner.
- Strong analytical skills with the ability to analyze and interpret large amounts of information, drawing out the key messages.
- Excellent oral and written communication skills, able to clearly articulate insights to senior stakeholders in and outside of WFP as well as ability to persuade, negotiate with a wide range of stakeholders and adapt communication style accordingly.
- Exhibits expert knowledge in improving business planning processes and promoting Value-for-Money principles in accordance with WFP policies and strategic mission.
- Demonstrates ability to lead large teams in proactively providing resource management solutions that enhance the deliverance of value for money to our beneficiaries, aligning staff practices with mission-critical priorities, as appropriate.
- Ability to consolidate and share resource management information in a way that emphasizes accuracy and consistency in numbers across teams, making relevant conclusions and recommendations to drive management decisions in complex operational environments.
- Ability to manage, motivate and instil a sense of ownership in others to improve the efficiency and effectiveness of resource management across large cross-functional teams.
Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.
The selected candidate will be employed on a fixed-term contract with a probationary period of one year. He/she will be required to travel abroad sometime to remote and difficult locations.
