KEY ACCOUNTABILITIES (not all-inclusive)
  • Provide guidance and technical support to Programme Staff at CO, SOs and partners on partnership, FLA management, CP invoicing and other related issues;
  • Assist the Head of Programme to develop SOPs, training materials and guidance notes related to partnerships and FLAs, including any other thematic areas, as necessary;
  • Act as escalation point for complex query resolution for Heads of Sub Office and Activity Managers, overcoming bottlenecks in business process flows and enabling effective and timely implementation of programme activities;
  • Assist in formulating, reviewing and adjusting partnership workflow processes and monitor the efficiency of finalizing partnerships from initiation to approval including providing support during annual reviews of performance of partnerships by the partners and WFP.
  • Serve as PARC for Mozambique organizing planning, mid-term and year-end APP retreats and reports;
  • Oversee CPs payments are done timely and in close coordination with CPs, SOs and Finance;
  • Support the development of tools to track payments and funds consumption per agreement;
  • Oversee that COMET partnerships and beneficiary data are regularly and correctly entered at SOs and validated at CO, to ensure COMET-LESS reconciliation is fully achieved at end-year closure.
JOB PURPOSE

 

  • Overall coordination and management of Partnerships and Field Level Agreements (FLAs) development for WFP Mozambique;
  • Organise and Coordinate the Cooperating Partners Committee (CPC) meetings and serve as chair. Review and clear documents for the CPC to ensure they are of an acceptable standard, complete and accurate;
  • Ensure SOPs, compliance and minimum/maximum standards for the FLAs are in place and functioning;
  • Support the Activity Managers in Partner’s selection, Expression of Interest (EOIs), Request for Proposals (RFPs), Letters of Intent (LOIs), budget analysis and Field Level Agreements (FLAs) overall compliance;
  • Regularly review the availability of commodities and financial resources in relation to FLA/LoU requirements and, based on comparison to pipeline reports, proactively recommend solutions to avoid pipeline breaks;
  • Provide information for briefings on Partnerships, talking points, reports, as required;
STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS
  • Specialized knowledge of the application of common business processes, practical business support methods, procedures and systems used in area of work, gained through technical training and work experience.
  • Experience working in NGOs or the UN is an asset;
  • Past experience in general contracting work (partnership, legal, procurement or HR) is required;
  • Ability to analyses and interpret financial data and monitor budgets;
  • Ability to proactively identify and recommend areas for improvement to the design and delivery of specialized services;
  • Ability to build relationships with a variety of individuals across functions;
  • Experience in coordinating the work of others and self and training and supporting others;
