As the Head of Budget and Finance Unit, you will play a crucial role in supporting the Director of the Corporate Governance Division (CGO) and other Senior Managers in a fast paced and challenging environment. You will act as the Division’s chief financial officer taking responsibility for leading the Unit in the delivery of outstanding financial support including the co-ordination of all activities related to the preparation, implementation and monitoring of the Agency’s budget while ensuring compliance with the Agency’s financial and regulatory framework. Supported by the Heads of Sectors, you will have oversights for the effective and efficient day-to-day financial operations of the Agency in support of its strategic objectives, with the overall responsibility for managing a multicultural team. Key responsibilities are: • You are an experienced and innovative leader, accountable for the management of the Budget and Financial Services Unit and its staff; • You provide outside-in expertise and oversee the continuous review and improvement of service delivery processes with the view to achieving efficiency, consistency, transparency and scalability in a fast-growing EU Agency; • You lead, develop and inspire staff within the Unit to achieve the set objectives; • You are a trusted adviser to the Executive Director and the Senior Management of the Agency on all aspects of budget and financial services; • You report regularly and pro-actively to Senior Management on budget execution, performance of the financial management system, the robustness of the financial regulatory framework; • You develop, monitor and propose revisions to budget and financial policies, practices and procedures, to meet the evolving needs of the Agency. You ensure that financial functions are exercised in accordance with relevant internal and EU financial guidelines; • You actively contribute to the drafting of the annual, multi-annual planning cycles regarding budget and financial services (Single Programming Document and similar documentation); • You liaise and support the responsible Agency’s services in the cooperation with external stakeholders including, the European Court of Auditors, the Internal Audit Service of the European Commission, at the appropriate level in the overall field of Budget and Finance; • You interact, engage and foster effective relationships with external stakeholders of various relevant services of the European Commission such as financial services of DG HOME or other DGs, including DG Budget, while demonstrating a strong and clear understanding of Frontex’s strategic objectives; • You oversee the application of sound financial management to ensure the legality and regularity of the financial transactions in accordance with the applicable legislative and regulatory framework; • You act as an agent to actively promote change and innovation in Frontex to support the Agency’s strategic objectives and rapid growth; • You coordinate and contribute to the effective monitoring and pro-active implementation of the Agency’s budget; • You ensure the functionality of relevant internal control systems, conduct ex-ante controls and elaborate the methodology, process, and guidance documents; and • You ensure clear and transparent communication to staff related to Budget and Financial services as well as building strong internal relationship with stakeholders in the business.
