Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

Within the framework of the Good Governance for Gender Equality in Georgia (GG4GEG), UN Women in cooperation with the Government of Norway works jointly with the Government of Georgia and non-state partners towards the overarching goal of strengthening governance systems for gender equality in Georgia. The project provides technical support to the Government of Georgia to meet their targets under the nationalized Sustainable Development Goals (SGDs) particularly SDG 5 to ensure that gender equality and gender mainstreaming are institutionalized at national and local levels and that national and local level capacities for gender mainstreaming are developed and sustained. One of the methodologies/means to achieve results under both objectives is gender responsive budgeting (GRB).

GRB is a public policy tool for assessing the impact of policies and budgets from gender perspective and for ensuring that policies and their accompanied budgets do not perpetuate gender inequalities but contribute to more equal society for women and men. The Convention on All Forms of Discrimination against Women (CEDAW) and Beijing Declaration and the Platform of Action (BPfA) identify GRB as central to the achievement of gender equality. BPfA specifically calls on governments to “incorporate a gender perspective into the design, development, adoption and execution of all budgetary processes as appropriate in order to promote equitable, effective and appropriate resource allocation and establish adequate budgetary allocations to support gender equality.”

UN Women started working on GRB in Georgia in 2010 and since then, has supported some of the first pioneering GRB initiatives in dozens of municipalities in Georgia. Within the framework of the GG4GEG project UN Women plans to accelerate its GRB work in Georgia by supporting the Government of Georgia in institutionalizing GRB and developing national GRB capacity at national and local levels. For these purposes, UN Women will hire and international consultant. The objectives of the consultancy are as follows:

  • To develop roadmap for institutionalizing GRB aligned with the national legislation, international benchmarks and best practices
  • To develop GRB training modules (online and face-to-face) in partnership with the Academy of the Ministry of Finance of Georgia
  • To support GRB capacity development of public servants, representatives of CSOs and academia on GRB

Duties and Responsibilities

The duties and responsibilities of the national consultant are:

  • To develop content of the GRB online course for public servants replicating best examples of similar work from UN Women in close collaboration with the Academy of the Ministry of Finance of Georgia
  • To develop a three-day face-to-face training module on GRB in close collaboration with the Academy of the Ministry of Finance of Georgia
  • To conduct a series of online training/discussion sessions for the Academy of the Ministry of Finance on GRB, including to adjust and validate online and face-to-face training modules after the pilot
  • To conduct face-to-face Training for Trainers on GRB for the selected trainers of the Academy of the Ministry of Finance of Georgia and other stakeholders as appropriate
  • To engage in consultations with the national machinery for Gender Equality and Women’s Empowerment (GEW), Ministry of Finance and other relevant state agencies to identify gaps and opportunities for institutionalizing GRB
  • In close consultations with the national stakeholders, develop roadmap for institutionalizing GRB at the central level aligned with the national legislation, international benchmarks, and best practices
  • To present the GRB  roadmap to different stakeholders (Ministry of Finance, different line Ministries and national machinery on GEWE) to further validate the document with them and ensure its broad ownership
  • To prepare final report about the work carried out, key observations and recommendations for successful operationalization of sexual harassment complaints mechanisms.

Deliverables:

  • Work plan/Inception report with timelines in line with duties and responsibilities spelled above submitted to UN Women (1 working day) by 10 August 2020.
  • Draft content of the GRB online course developed and submitted to UN Women (10 working days) by 10 September 2020.
  • Relevant online training materials prepared and at least five GRB online training sessions conducted for the trainers of the Academy of the Ministry of Finance (5 working days) by 30 September 2020 (Upon completion of the training, the trainers of the Academy of the Ministry of Finance will be assigned to review and align the content of the online GRB course to the Georgian context as relevant).
  • Online session validating GRB online course with UN Women and the Academy of the Ministry of Finance conducted and revised GRB online course content submitted to UN Women (2 working days) by 15 October 2020.
  • Draft a three-day face-to-face training module on GRB developed and submitted to UN Women (15 working days) by 30 October 2020.
  • Online session validating GRB face-to-face course with UN Women and the Academy of the Ministry of Finance conducted and revised GRB face-to-face training module submitted to UN Women (3 working days) by 15 November 2020.
  • Consultation meetings with the government of Georgia on institutionalizing GRB conducted and draft roadmap on institutionalizing GRB developed (11 working days) by 30 January 2021
  • Presentation of the roadmap on institutionalizing GRB conducted (1 working day) by 20 February 2021 (travel to Georgia required - Travel schedule may be changed due to COVID-19 related situation).
  • Face-to-face Training for Trainers on GRB for the selected trainers of the Academy of the Ministry of Finance of Georgia conducted (5 working days) by 25 February 2021 (travel to Georgia required).
  • Face-to face training on GRB for representatives of CSOs and academia conducted (3 working days) by 05 March 2021 (travel to Georgia required)
  • Final report prepared and submitted to UN Women (2 working days) – 30 March 2021

Education:

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least MA degree in public finance management, economics, development studies or related field
  • At least five years of experience in working on gender equality and GRB
  • At least five years of experience in developing training material and delivering training courses on gender equality, gender responsive budgeting and programming
  • Fluency in English

Technical evaluation criteria (including minimum qualifications):

  • At least MA degree in public finance management, economics, development studies or related field (max 80 points)
  • At least five years of experience in working on gender equality and GRB (max 100 points)
  • At least five years of experience in developing training material and delivering training courses on gender equality, gender responsive budgeting and programming (max 80 points)
  • Prior experience in working with national and local governments on GRB will be a strong asset (max 40 points)
  • Prior experience of working in Georgia will be a strong asset (30 points)
  • Fluency in English (20 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation.

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round.

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The Consultant will work under the overall supervision and guidance of UN Women Country Representative and Deputy Country Representative, and in collaboration and day-to-day management of UN Women GG4GEG project teams.

Financial arrangements:
