Job Summary:

As Quality Control and Quality Assurance (QAQC) Director a National position, you will provide leadership and overall Quality Control and Quality Assurance of Multi-Purpose Disaster Shelter in the Safe Shelter and Solidarity (S3) project to serve the poor and vulnerable. S3 responds to the funding opportunity by USAID for their NOFO for Multi-Purpose Disaster Shelter in the Chittagong Hill Tract and Cox’s Bazar areas (https://beta.sam.gov/opp/3f2dd069abf14f57bbb9cade21e1e713/view ); this position is dependent on donor funding and approval of the position. S3 will reduce the risk of natural disasters and increase community resilience in Cox’s Bazar and Bandarban; in consortium with partners Caritas Bangladesh (CB), and others to build new multi-purpose disaster shelters (MPDS) and disaster-resilient infrastructure that will mitigate the impacts of natural disasters and create spaces that build cohesion within communities, and strengthen community disaster preparedness capacity. QAQC is central to all of our shelter and infrastructure work to ensure quality construction and compliance. This will be supported by the project’s use of ICT4D tools, that CRS has successfully used to monitor and manage previous construction projects in the Asia region moving beyond the delays and human errors of traditional tools.

The leadership, management and technical knowledge of this position will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in Disaster Risk Reduction & Shelter and Settlement. As a senior leader you will proactively manage compliance, regulatory requirement of National Building Codes and security and mitigate risks.

Roles and Key Responsibilities:

· Lead aspects of the Quality Assurance and Quality control of the MPDS project, including sharing how the project contributes to the thought leadership of the industry and excels industry standards.

· Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability. Ensure the CRS program quality standards are adhered to per MEAL policy and procedures including EMPP and National Building codes.

· Ensure USAID and Government of Bangladesh standards for planning and construction of Multi-Purpose Disaster Shelters are met and adhered to through engagement of technical advisors, consultants, consortium members and relevant government departments in close coordination with USAID staff.

· Effectively manage programming talent and setup clear protocols, compliance checks and approval process for ensuring Transparency , compliance and high quality program.

· Lead in collabration with the Procurement team in developing the Tendering process, Tender documents and procurement process of selection of contractors and other technical services.

· Manage team and partnership dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and the recruitment process of senior staff.

· Coordinate with CRS Global Shelter and Settlement team to bring global learnings, best practices and tools for MPDS.

· Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans, and ensure the updating of such plans.

· Promote, uphold and model a commitment to the efficient use of agency and donor resources. Ensure compliance with USAID grants, including financial tracking and oversight of contracts against deliverables and reporting to USAID. Reviews and approved program expenditures, budget adjustments, and cost modification then requests for final approvals from Chief of Party.

· Coordinate with contractor, technical partners, Infrastructure Manager, Project Director and provide clear guidance, coaching and mentoring during the different stages of planning, design, procurement, construction and Operation & Maintenance.

· Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.

Basic Qualifications

· Civil Engineering or Structural Engineering degree.

· Construction site management experience.

· Project Management experience.

· Contract management experience - legal, procurement, BOQ.

· Experience with / understanding of BNG Building Codes.

· Experience with USAID Rules and Regulations.

Required Languages English and Bangla fluency is required.

Travel - Must be willing and able to travel up to 50 %.

Preferred Qualifications

· Recognized leader in sector as demonstrated by peer reviewed publications, conference presentations etc.

· Demonstrated experience of successful program management, including management of complex, high-value, multi-activity projects, with complicated logistics.

  • Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
  • Ability to represent and present at high levels.
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Autocad, Web Conferencing Applications, and information and budget management systems.
