ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs). The job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.  

JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.  

KEY ACCOUNTABILITIES (not all-inclusive)
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective and timely collaboration, monitor ongoing projects.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiative.
  • Prepare monthly plan with guidance from Field Office and Country Officers.
  • Coordinate planning with programme teams and counterparts to spot check and solve problems shared by counterparts.
  • Coordinate and supervise field surveys and school/community assessments to identify and map prioritized activities;
  • Jointly with Head of Field Office, Programme Policy Officer and country office, develop community awareness campaigns and activities to enhance ownership of communities to promote sustainability;
  • Collaborate and coordinate with counterparts to ensure data collection and monitoring activities quality maintained.
  • Travel and work with the counterpart and communities; observe, interact and based on community consultation, guide the counterpart and community;
  • Hold meetings with key persons at provincial and district level as well as community and actively facilitate focus group discussions. Based on these focus group discussions, able to enlist community support to mobilize community participation; ensure that all-community participation in decision making, including women, youth, disabled and ethnic minorities;
  • Work together with counterparts and communities to prioritize project with high impact in-line with WFP programme implementation, while keeping close coordination with the National Programme Policy Officers and other field staffs;
  • Supervise District Community Facilitator (DCF), and Programme Assistant (PA) to ensure MA has fulfil skills/capacity to carry out programmes implementation at district and community levels.  
STANDARD MINIMUM QUALIFICATIONS

Education: Completion of University degree in Business Administration, Agriculture, engineer or other related courses. A post-secondary certificate in the related functional area.
Language: Fluency in both oral and written communication in English and Lao

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Proven track record as good community mobilizer;
  • Ability to communicate in English for both orally and in writing; ability to communicate in local ethnic language and strong inter and intra personal communication skills;
  • Good analytical, facilitation, negotiation skills;
  • At least five (5) year experience working with NGOs, NPAs or the government;
  • Ability to communicate clearly and to interact with government partners;
  • Ability to work in a team, establish effective working relations with persons of different cultural backgrounds;
  • Flexibility in accepting work assignments outside normal desk description and ability to work under pressure, in hardship environments.
  • Has participated in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes with increased level of responsibility
