ORGANIZATIONAL CONTEXT

WFP Iraq is implementing a large-scale school feeding programme across 11 governorates for the academic year of 2020-21. The programme is of critical importance for WFP, and close coordination/collaboration with the Ministry of Education, Ministry of Health and contracted cooperating partners is key. For this programme, WFP will be scaling up its staffing capacity to ensure smooth implementation of the programme. The programme is expected to mainstream home-grown, protection and gender components.

JOB PURPOSE

Based in the selected governorate location and under the direct supervision and management of the School Feeding Team Leader, the Monitoring Assistant will be responsible for monitoring the activities and implementation of the school feeding programme at district level. The monitoring assistant will also be responsible for day-to-day liaison and relationship-building with selected schools, school management committees, cooperating partners and local authorities for the purpose of monitoring and internal feedback mechanisms.

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Verify the planned movements and distribution of food or non-food items as part of the school feeding programme, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards. 
  2. Collect and summarise assistance school feeding programme data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making. 
  3. Liaise with cooperating partners, schools, local authorities and internal counterparts to gather feedback and comments to support programme reviews and improve services. 
  4. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  5. Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
  6. Provide standard trainings for cooperating partners, schools and the Directorate of Education on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
  7. Prepare field mission reports to document programme implementation.
  8. Any other assigned duty.
STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language: Fluency in both oral and written communication in Arabic and level C in oral and written communication in English.

Programme Monitoring and Review Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.
TERMS AND CONDITIONS

 

Position Title: Monitoring Assistant

Grade: SSA4

Contract: Special Service Agreement

Duty Station/travel: Thi-Qar with frequent travel inside Iraq.

Salary: Starting at USD 1593  per month.

Medical Plan: International valid medical plan for the staff member, spouse and dependents children under 18 years

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
• Has experience utilizing WFP monitoring and evaluation systems and standards.
