PURPOSE OF POSITION

Under the overall supervision of the Portfolio Manager, the Education Officer will support the implementation of World Vision’s education programming in NW Syria. The role will involve coordinating with WV, partners and other education actors to ensure World Vision’s education programming in NW Syria is delivered on time, on budget and to a high technical standard, as per the work plans and project documents.

The Education Officer will also support the Portfolio Manager and technical advisor in engaging with the Education Sector Working Group to ensure our programming is aligned with broader initiatives in the sector and well-coordinated with the work of other actors.

MAJOR RESPONSIBILITIES

General: the Education Officer for NW Syria will support the Portfolio Manager in ensuring strong implementation for WV education projects. S/he will support the quality implementation of education programming by following up regularly with partners on program deadlines, closely monitoring progress against agreed work plans and budgets, drafting reporting, supporting the delivery of capacity building plans with the partner, identifying risks to program implementation and reporting them to the Portfolio Manager, ensuring the program is delivered in line with World Vision and donor standards and maintaining high standards of program documentation to ensure high level of accountability and transparency.

The Education Officer is expected to have an understanding of compliance and fraud standards and to actively identify emerging risks and reporting issues rapidly to the Portfolio Manager. Additionally, the Education officer will work remotely from Azaz with frequent travel to Afrin as agreed with Portfolio Manager.

Support Quality Program Implementation

· Under the supervision of the Portfolio Manager, manage the delivery of education activities and interventions as per agreed work plans and project budgets.

· Liaise with the partner to ensure strong program delivery against agreed work plans and budgets.

· Review program reporting, identify issues in implementation and recommend and implement approaches to strengthen program implementation.

· Draft program reporting, success stories and other documents for review by the Portfolio Manager.

· Work with the supply chain team, support the timely delivery of program supplies and ensure supporting documentation is received to verify delivery as needed.

· Follow up on the results of activities and interventions implemented, reporting emerging risks to achieving program activities to the Portfolio Manager.

· Prepare and update supporting documents (work plan, cash flow projections, training plans, staffing plans) to ensure strong project implementation.

· Review budgets along with Portfolio Manager and ensure all spending is transparent, complies with World Vision and donor standards and provides value for money.

Support Technical Oversight for Education Interventions and Activities

· Monitor program reporting to ensure programming is delivered in line with best practice standards for education programming.

· Mentor and train project/partner staff to ensure a high quality of program delivery.

· Develop training tools, Standard Operating Procedures (SOP’s), and needed systems.

· Ensure effective capacity development of activities as per the plan.

· Collaborate with relevant organizations and partners to ensure World Vision’s programming is in line with education sector working group standards and approaches.

· Liaise with other education actors to ensure effective and coordinated monitoring of education activities in NW Syria.

· Under the guidance of the Portfolio Manager and Education Advisor, contribute to efforts in the education working group to develop standards and approaches for education programming in NW Syria.

· Document lessons learnt, challenges and best practice and share lessons with the Portfolio Manager, Education Advisor, partners, other education actors and relevant WV staff.

· Ensure project implementation is done according to the proposal, project documents and partner agreement.

Ensure Timely Project Compliance and Reporting

· Monitor implementation and achievement of program indicators. Develop plans to adjust programming to address issues.

· Assist in the preparation of data and information reports and all related documents on a monthly basis including the 4W and inputs for the sector Sitreps.

· Keep and file data, records and correspondence related to the project.

· Support the Portfolio Manager and field staff in dealing with relevant organisations, institutions and donors.

· Check and verify source documents for accuracy, where necessary (validation of reporting).

· Ensure strong documentation is in place to verify the delivery and use of supplies and the achievement of program objectives.

· Check completed work for accuracy and store completed documents.

· Respond to requests for information.

· Comply with data integrity and security policies.

· Any other relevant duties as assigned by Portfolio Manager.

KNOWLEDGE, SKILLS, ABILITIES

Education

· Masters or University degree in education or related field – Essential

Knowledge & Skills

· Bilingual (Arabic & English), good command (written and spoken) in both languages – Essential

· Ability to work individually and in a team – Essential

· Excellent communication and co-operation skills – Essential

· Ability to cope and work under pressure, multi-task and meet deadlines – Essential

· Computer literate mainly in Microsoft Office package – Essential

Experience

  • At least 2 years of experience in management or coordination of education projects;
  • Experience of working with humanitarian agencies in Northwest Syria.
