Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Programme Assistant (Outcome Monitoring) SC5  to be based in Kampala. The selected candidate will be employed on Service Contract.

ORGANIZATIONAL CONTEXT

The roles of this position will based at the Head Office in Kampala and the incumbent will report to M&E Officer. The job holder will operate independently and will be involved in operational activities and related analytical work.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.  

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Take responsibility for outcome monitoring and reporting
  2. Contribute to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP monitoring requirements.
  3. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
  4. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
  5. Contribute to building M&E capacity of WFP staff and partners through training and information sharing. 
  6. Budget for M&E costs and advocate through line manager for both appropriate financial and human resourcing.

7. Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.

8. ake responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

9. At Country Strategic Plan (CSP) design stage or revision, support the Head of M&E or Head of Programme in developing a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.
10. Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
11. roduce regular monitoring reports, including running data analysis, with status of results and implementation progress.
12. acilitate/contribute to mid-term and thematic reviews, which are intended for internal learning, strategic and operational decision-making.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Minimum of three years of relevant professional work experience including monitoring and evaluation activities.

Experience using a variety of quantitative and qualitative analytical tools and methods.
