II. Organizational Context and Scope

IOM Afghanistan supports sustainable reintegration of returnees within their communities of return. Community-based sustainable reintegration activities are implemented in provinces of high return with an integrated approach to the economic, social and psychosocial aspects of reintegration at both the individual and community levels. Activities include the implementation of integrated community development projects to foster income generation, skills training and apprenticeships to foster employability and support to foster employment, notably among persons with specific needs.

Under the overall supervision of the RADA Project Manager and the direct supervision of the National Programme officer, the successful candidate will assist in the effective implementation of all activities related to skills training and employment. 

Based in Kabul, s/he will travel extensively to support implementation in all target provinces and work in close cooperation with local authorities, community representatives, implementing partners and IOM staff on the following responsibilities:

III. Responsibilities and Accountabilities
 
  1. Assist with the development and implementation of the business development and skills training components of the project and ensure implementation of apprenticeships, job placements, liaison with participating businesses in employment and skills development activities including the coordination with implementing partners, selection and support to project participants, and monitoring of activities to ensure achievements of targets.
  2. Contribute to developing selection and technical assessment documents, business plans and other required documents related to the support skills development and job placements with participating businesses. Collect and share the required data from the participants and businesses and share with the skills training team lead in Kabul.
  3. Ensure alignment to national priorities in the field of Economic growth, Private Sector development as per the Afghanistan National Peace & Development Framework (ANPDF) and ensure synergies with National Priority Programmes such as the Citizen’s Charter and maintain close coordination with relevant government departments, authorities and stakeholders at the provincial level.
  4. Provide technical support and oversight to field staff and support field monitoring of the activities to ensure quality standards are met are in line with the relevant guidelines, project indicators and benchmarks.
  5. Contribute to reporting, including for visibility and communication purposes on business and skills development activities, provide inputs for monthly reports as well as for any other relevant documents / publications. 
  6. Contribute to the development of new business development activities, skills development (including TVET, apprenticeships and job placements) and employment projects in coordination with relevant colleagues and stakeholders. 
  7. Ensure adequate integration of cross-cutting issues such as protection, labour rights, gender and decent work in project assessments and implementation, in close coordination with relevant IOM units.
  8. Undertake regular duty travel to all target provinces.
  9. Perform other duties as may be assigned.
